Accela will be hosting a “kick-off” event to mark the beginning of the implementation of their software at the City.  The media will be invited and the Mayor and other individuals from the Administration will speak.  The Administration would like to know if any Council Members would like to attend and/or speak.  It will be in room 315, with the following schedule:

-     8:30am – 9:30am           Accela Team Kickoff – The Accela team will provide insight into it’s commitment to this project, a high-level review of the Accela System, some information about the size and scope of the project, and emphasize our enthusiasm to hitting the ground running!

-     9:30am – 10:00am         Salt Lake City Council will share their vision of this project and some history about how it came to be. 

-     10:00am – 11:00am       Salt Lake City Mayor will address the Kickoff with his support for the project.  During this timeframe, key individuals from both Salt Lake City and Accela will address the Media that will be invited to join us.

-     11:00am – 12:00pm       Lunch in the Hall outside room 315  Councilmember Christensen said he could attend.

A. Information Needed by Council Staff

 

1.    The Council office has a waiting transmittal for a street closure of 800 South from approximately 2500 West to 2700 West in district two.  The petitioner/property owner cannot proceed with building on the property and making necessary utility connections until the street closure process is finished.  Would the Council be ok with starting early advertising for this petition prior to the September 4th Work Session?  It would be on the consent agenda to start advertising on August 21st for a September 18th hearing.  All Council Members present were in favor of early advertisement.

 

B. For Your Information

 

1.    You are invited to join Council Member Turner at the International Peace Garden Festival on       Saturday, August 18th. As you may be aware the Peace Garden Committee is a volunteer   group from the Council of Women which partners with the Parks Division each year to sponsor an annual event to raise funds that are used in the Peace Gardens by the various countries   represented in the Garden.  The Festival is also used as a way for different cultures to educate     the public through the dances and food available at this event.   

                       

      Entertainment will be provided by the various international groups represented in the Peace       Garden.

GRANT DETAILS:

      The Salt Lake City Police Department is applying for funding from the Department of Justice, COPS Office.  This request is for $53, 140 during the 2007-08 fiscal year, for the purpose of contracting with an independent research or law firm, that will perform a comprehensive management audit of the SLCPD Internal Affairs process.  Additionally, two Internal Affairs investigators will attend Public Safety Discipline and Internal Affairs Investigations classes.    The goal of this project is to ensure that the internal investigations process is sound, and to increase the public trust in this process.

GRANT DETAILS:

      The Salt Lake City Police Department is applying for funding from the Department of Justice, COPS Office.  This request is for $447,136 during the 2007-08 fiscal year, for the purpose of enhancing the Police Department’s Meth Initiative.  This program has been operating effectively since 1998, and continues to be recognized by COPS Office as a model program.  Funding will enable the department to engage environmental agencies in developing response to environment health issues resulting from the manufacture and use of the drug; it will provide for joint operations between local, county, state and federal agencies in enforcement of the law; share expertise with smaller, neighboring jurisdictions regarding child endangerment; enhance and continue our public awareness campaign; and expand training opportunities for personnel from agencies with which we partner.

GRANT DETAILS:

      The Salt Lake City Police Department is applying for funding from the Department of Justice, Office of Justice Programs, Bureau of Justice Assistance.  This request is for $513,464 during the 2007-08 fiscal year, including $185,879 for the Salt Lake County Sheriff’s Office.  This grant awards SLCPD as a “Disparate” agency, meaning that we must subgrant the Sheriff’s portion of the funds to the County.  The proposed use of Salt Lake City’s portion of the funding ($327,585) is for purchasing 800Mhz radios ($102,585), surveillance equipment ($56,000), travel/training for sworn and civilian ($60,000), directed overtime for community policing related projects ($17,000),  preventative programs like Peer Court ($20,000) and Crime Prevention supplies/educational brochures, etc.($10,000) Recruiting ($15,000), the K-9 program ($2,000), Salt Lake County Criminal Justice System ($25,000), and Family Justice Center ($20,000).

GRANT DETAILS:

      The Salt Lake City Police Department is applying for funding from the Department of Justice, Office of Justice Programs, Bureau of Justice Assistance.  This request is for $297,000 during the 2007-08 fiscal year, for the purpose of purchasing an advanced technology driving simulator for the Emergency Vehicle Operations Program.  The goal of this project is to reduced officer-involved traffic accidents while decreasing City liability and the cost of repair and replacement of City vehicles.  The grant request for $297,000 will purchase three driving simulators.

GRANT DETAILS:

      The Salt Lake City Police Department is applying for funding from the Department of Justice, Office of Justice Programs, Bureau of Justice Assistance.  This request is for $118,020 during the 2007-08 fiscal year, for the purpose of purchasing supplies and equipment for the Crime Lab, as well as providing training opportunities for Crime Lab Technicians, and hiring an intern technician position to diminish the backlog of forensic analysis.  The position is an intern that would leave after the internship is complete, and would sign an agreement that the position only exists while grant funding is available.  The hope is that the backlog will no longer exist, therefore negating the need for the position by grant end.    The goal of this project is to purchase supplies and equipment that improve the quality of forensic science processing and make a significant difference in processing evidence in a timelier manner.  The grant request for $118,020 will purchase a Latent Fingerprint Fuming Chamber, a DCS-3 Digital Capture System, a Latent Print Downdraft Fingerprint Processing Station, and a Dual Processor for Video Enhancement.  Additionally, technicians assigned to work with this higher technology equipment will be trained to gain expertise and experience.

GRANT DETAILS:

      The Salt Lake City Police Department is applying for funding from the Department of Justice, COPS Office.  This request is for $65,050 during the 2007-08 fiscal year, for the purpose of enhancing the SLCPD Recruitment and Hiring process, improve retention of officers, and increase diversity so that the employee makeup of the police department mirrors the diversity and makeup of the population.  Funding for this project will pay overtime to have officers at recruiting fairs and community events to talk to potential officers about the law enforcement profession, print brochures, posters, etc. to display and distribute at recruiting events, to update the recruiting video, create advertisements on UTA buses and TRAX trains, create a professional booth that can be transported to events,  and to provide training to officers who will be a part of the recruiting project.   The goal of this project is to increase diversity within the police department that mirrors the diversity of the SLC population.

GRANT DETAILS:

      The Salt Lake City Police Department is applying for funding from the Department of Justice, COPS Office.  This request is for $500,000 during the 2007-08 fiscal year, for the purpose of purchasing video surveillance equipment for the SLCPD.  This project will allow the department to install video surveillance systems at key locations within the city that have been identified as high-level terrorist threat, frequent crime, large gatherings of people, or containing large amounts of hazardous or combustible materials.  The cameras can be monitored in real time and/or used for evidence of crimes committed.  Since they are mobile, they can be moved when crime levels drop in one location and crime increases in another, or they can be mounted prior to major events that bring large crowds such as the July 24th Parade.

GRANT DETAILS:

      The Salt Lake City Police Department is applying for funding from the Department of Justice, COPS Office.  This request is for $505,500 during the 2007-08 fiscal year, for the purpose of enhancing the Police Department’s new Fusion Center.  The goal of the Fusion Center is to direct the PD towards Intelligence Led Policing, by better managing the information flow that enables us to direct police activities. Within that information flow is the evidence and the intelligence that detectives gather while investigating a case.  The funding from this project will enable us to better pool the information that is stored in our Records Management System (RMS), as well as the Records Management Systems of other law enforcement agencies in the State.  Currently the information is stored in the RMS, and drawn out by a program named Cognos.  From there, detectives search through all of this evidence to draw similarities and find possible suspects. This funding would purchase Memex, which does this investigative work for us.  It will save untold numbers of man-hours used to draw conclusions about crimes.  It also would make all participating agencies, interoperable for data communications.  The actual system includes software and licensing for our department and other departments across Salt Lake County.  Further, it will provide training for detectives in the operation of the system.
