Mobile Watch volunteers patrol their neighborhoods, in personal vehicles marked by flags or signs, increasing the effectiveness of the available police resources by increasing the likelihood that when crimes are committed, they will be observed.  Volunteers are trained and equipped to be an effective source to observe and inform police about crimes or other occurreneces needing law enforcement assistance.  MNW responds to assist in missing person cases involving the elderly and children, and other responses that free up police assets.  They are trained in DUI Sweep Operations, and in saturated patrols to locate suspects.  Their very presence decreases the likelihood that crims will occur in the areas where they are present.  Their actions affirm the partnership between neighborhoods and the police department.  Working together we form a more efective team and safer neighborhoods.

GRANT DETAILS:

The Police Department is applying for $8,834 to provide training for Narcotics Detectives.  These Detectives will attend a nationally recognized training by the California Narcotics Officers Association in Reno, Nevada in November.

In the past 1.5 years, Salt Lake City (SLC) has witnessed an 80% turnover rate in experienced personnel focusing on narcotics investigations.  The SLC Narcotics Squad supervisor, prior to his assignment, had no previous training or experience in narcotics cases.  In the past year, as the Sergeant, he attended the National Leadership Training for Narcotics.  During this time period, six of the nine Narcotics Detectives have been replaced and have received no outside training.  The Division Lieutenant and Captain have also been replaced during the past year.  This high turnover rate has greatly affected the ability of the SLC Police Department in responding to illegal drug cases.

This training will bring SLCPD narcotics detectives to the standard level of training recommended for all narcotics officers.

GRANT DETAILS:

The Police Department is applying for $40,000 to pay a percentage of the salary of one Crime Prevention Specialist in the Police Department.  This is an ongoing position, and the request is for the same amount that was funded in the last budget cycle.

The Crime Prevention Specialists funded by this grant are the first line interface between the needs of the community and the assets of the police department.  They gather, package and channel the information handed to them in its raw form, into concise data directed to the appropriate agency (from Housing to Animal Control, to the City Council) for action.  They also provide real time information back to the community about the status of those actions.  They provide training to the public in matters ranging from home security , workplace violence, all the way to bicycle safety.  They are the axle around which the Community Action Teams turn providing the one constant in an ongoing parade of personnel from other Departments and Divisions.  Finally, they are the front line troops in the SLCPD's ongoing move toward Community Oriented Policing, and its commitment to forging stronger, more effective partnerships between the people and law enforcement.
