A.    Information Needed by Council Staff

1.    Salt Lake City is currently negotiating the animal control services contract with Salt Lake County.  An update on the contract negotiations was presented by the Administration at the last Budget and Finance Subcommittee meeting.  An item needing more immediate attention of the Council is the reduction of services provided to Salt Lake City.

 

As part of the discussions, Salt Lake County Animal Services has proposed several service reductions in an attempt to stay within their current appropriation.  The attached schedule is a list of their proposed reductions. 

 

The current contract and ordinance allows Salt Lake County to determine the service level changes under the “duty to manage” clause. 

 

Question:  Does the Council wish to:  1) have a full briefing on the proposed service reduction changes or 2) does the Council wish to review the attached schedule then advise and guide the administration on how best to handle the proposed service reduction issue during the announcement portion of the meeting?  Councilmember Jergensen said the Council could not change the contract because of budgetary constraints but a discussion would help them to understand it.  Councilmember Christensen said if they bifurcated the issues the Council could go through the fee aspect and maybe with some feedback from the administration as well. Councilmember Love said the Chair and Vice Chair could talk about it with Council staff.

GRANT DETAILS:

     The full-time court clerk will provide additional personnel resources to improve the effectiveness of the Salt Lake City Domestic Violence Court to adjudicate misdemeanor domestic violence cases through effective data collection, case management, and the timely issuance of arrest warrants and no-contact orders.

 

     The full-time court clerk will be responsible for:  

 

o     Entering an 18-month back-log of data (approximately 1,400 cases) and entering new case data (approximately 1,000 cases) into the Justice Court Domestic Violence Stats program;

 

o     Providing case management to the 1,000 domestic violence cases filed with the court annually and monitor offender compliance with court-ordered treatment programs; and

 

o     Facilitating the timely issuance of arrest warrants, high-priority service no-contact orders, and violation of no-contact orders for offenders who re-offend or who do not comply with probation.

 

     The City is contributing a cash match of $15,919 through the salaries and benefits of the Criminal Section Manager, Court Director, and Court Judge representing a percentage of effort each position dedicates toward the project.

GRANT DETAILS:

The grant provides for the Court Victim Assistant as part of the Prosecutor’s Office Domestic Violence Team

This position provides assistance to domestic violence victim witnesses in accessing community services as well as immediate and long-term safety planning.  Court Victim Assistant remains in contact with the witnesses to ensure prosecution of perpetrators.  

In 2009, The Court Victim Assistant will work with Adult Protective Services to identify aging and elderly victims to aid bringing domestic violence charges in addition to elder abuse penalties in the prosecution of their abusers.
