A. Decisions, Feedback & Information needed by staff

 

1. DJ would like to meet with Council Members in small groups to discuss Intermodal proposed stations. He feels there are some very important  reasons for the two-station plan.

      Would Council Members be interested and what day/time would be best? Council Members wanted a briefing during a work session.

 

2. League Resolution – Property Tax Information for Municipalities
During the budget discussions, Council Members asked Council staff to prepare a letter addressed to the League Policy Committee raising the difficulties of finalizing the budget once the certified property tax rate information is available from the State Tax Commission.

After making inquiries with the Utah League of Cities and Towns, it was suggested that the Council verbalize their desires/concerns in a resolution format (rather than a letter).  The League suggested this would elevate the issue and bring it before the whole body to vote on at the league conference in September.  (The deadline to submit a resolution to the League is September 1st.)
Does the Council approve of the attached resolution?  Council Members said the resolution looked ok.  Councilmember Love said Mary could check the schedule to see if one member could do that.

 

      Council staff learned this afternoon that the Utah League of Cities & Towns would like a Council Member to be prepared to introduce and explain the resolution at the League’s September Legislative Policy Committee meeting on September 14th at 3 p.m.

 

      The meeting will be held at the Sheraton Hotel, 150 West, 500 South, and will last approximately two hours.

 

3. Fire Department Employee Appreciation Picnic:  Will be held at Jordan Park this Wednesday, Thursday and Friday from 11 a.m. to 2:00 p.m.  Council Members are invited to attend.  Councilmember Turner said he would attend.

 

4.Grand America:  Council Member Christensen suggests that the Council write a letter of congratulations or prepare a resolution of recognition for the Grand America Hotel, because they have achieved Five Star Status.  All Council Members wanted a letter of congratulations.

 

5. The Council staff will be out of the office this Thursday for a retreat.  Janne Neilson will be in the office to cover the telephones.  Cindy will have her cell phone if you need anything.

1.    The plaque honoring Tom Rogan will be installed in the Meeting Room at the Sweet Library, 455 F Street, at the September 1st Avenues Community Council Meeting.  The meeting will begin at 7:00 p.m.  Council Members are invited to attend.

 

 

A. Decisions, Feedback & Information needed by staff

 

1.    Council Audio on the Internet – The City’s Information Management Services Division (IMS) is ready to broadcast live audio of council meetings and work sessions on the Internet. Those wishing to listen to the broadcast via the Internet will need to have Windows Media-player on their computer. This is a free download from Microsoft. A link will be available on the City’s web page. The audio feed is tied to the City Recorder’s system. The broadcast will start when the system starts recording (clock on Recorder’s desk begins showing time). The City received a request from KCPW to bring an audio line from the council sound systems to their facilities in the Library. IMS believes that if the Council provides this service to KCPW it needs to be available to everyone. The easiest way for IMS to accomplish this is to use the streaming media technology and the Internet. The Council previously authorized audio to the Internet as long as procedures were in place so that the broadcast did not occur prior to the start of meetings or after the meetings have ended. Is the Council okay with the approach to tie the broadcast feed to the City Recorder’s system?  All Council Members were okay with this.

 

2.    Utah League of Cities & Towns – Annual Conference
Conference Registration: The ULCT is holding their Annual Conference on Wednesday, September 15 through Friday, September 17. Some Council Members have already responded that they would like to attend. Please let Vicki or Mary know if you are interested in participating in any of the workshops.  
Co-Hosting Opening Night Dinner: As in years past, the Salt Lake City Council is hosting the opening night dinner. Please let Vicki or Mary know if you and your spouse would like to attend.

 

3.    Quarterly Housing Report for Fiscal Year 2003-04, Fourth Quarter. Would the Council like to hold a briefing on the attached report?  Councilmember Christensen said if housing trends and where they were going could be integrated into the same briefing then he was in favor.  All Council Members agreed.

 

4.    Status of Neighborhood Matching Grant Program, Fiscal Year 2003-04, Fourth Quarter. Would the Council like to hold a briefing on the attached report? 

5.    Legislative Action for Front Yard Parking – during the past few years Council Members have received frequent calls from residents who have been cited for illegal parking pads in the front yard of their residential lots.  Council Members Van Turner, Carlton Christensen and David Buhler are sponsoring a Legislative Action asking the Administration to review and provide recommendations for modifying zoning regulations governing front yard parking.  Does the Council wish to schedule a briefing on this Legislative Action?  (See attachment)  All Council Members were in favor.
