RESOLUTION NO. 50 OF 2013
A resolution regarding the East Bench Master Plan.
WHEREAS, the City Council of Salt Lake City has established developing and updating master plans for the city as a high priority; and
WHEREAS, the city council has determined that outlining each master plan’s proposed goals, outcomes and timelines will help guide the master planning process and promote its purposes; and
WHEREAS, the city is about to commence work on the East Bench Master Plan, a master plan to guide the land use planning for the East Bench area of Salt Lake City.
NOW ‘THEREFORE, be it resolved by the City Council of’ Salt Lake City:
SECTION 1. That the city council hereby approves the following proposed goal of the
East Bench Master Plan:
The overarching goals of the East Bench Master Plan are to:
•Chart a course for future growth using demographic and social trends in conjunction with community values;
•Provide policy direction that supports the relationship between land use, transportation, and other systems in creating a livable and sustainable community; and
•Create a plan that the community adopts as their own and uses to measure future achievements.
SECTION 2. That the city council hereby approves the following proposed outcome of the East Bench Master Plan:
Outcome.
•A framework of community values in the form of a clear vision and supporting principles;
•A set of performance indicators that help us understand where we are, where we are going, and how far we are from where we want to be;
•A set of goals that meet the needs of the current and future East Bench community;
•Policies aligned to specific goals;
•A list of priority projects intended to implement the goals; and
•A process for evaluating progress.
SECTION 3. That the city council hereby approves the following proposed timeline of the East Bench Master Plan:
Timeline: Community visioning work for the East Bench Master Plan process began in September 2011. It is anticipated that the existing conditions and trends analysis will be completed in October 2013 and the community will work to develop objectives and actions until December 2013. It is anticipated that the planning commission will begin their review of the draft plan by March 2014.
The project timeline is contingent on the availability of planning and other city staff resources, as well as a final scope of work that will be developed as part of the Foothill Drive and Parley’s Way consultant contract.
