RESOLUTION NO. 40 OF 2018

 

A Resolution Donating Impact Fees and Building Permit Fees

to Shelter the Homeless, Inc. for the Homeless Resource Centers in Salt Lake City

 

WHEREAS, Shelter the Homeless, Inc., is a Utah nonprofit entity (the “Nonprofit”); and

WHEREAS, the City and the Nonprofit worked together to secure locations for the two new homeless resource centers (“HRCs”) to be built in Salt Lake City to provide resources for those individuals experiencing homelessness; and

WHEREAS, the City desires to donate funds equal to the amount of the impact fees and building permit fees for the HRCs; and

WHEREAS, the Nonprofit advances the goals of the City to assist individuals experiencing homelessness, the City is willing to provide the Nonprofit with monetary assistance in the form of a donation for impact fees that would otherwise be required for the construction of the two new HRCs (the “Donation”); and

        WHEREAS, the City adopted or will adopt an ordinance amending the City’s budget to appropriate the Donation pursuant to Utah Code Title 10, Chapter 6, Uniform Fiscal Procedures Act for Cities Utah Fiscal Procedures Act: and

        WHEREAS, though no study or analysis is required for such Donation, in this case the Finance Department voluntarily performed an analysis of the monetary assistance to the Nonprofits (the “Analysis”); and

        WHEREAS, the Council has reviewed the Analysis, and has fully considered the conclusions set forth therein, and all comments made during the public hearing.

THEREFORE, BE IT RESOLVED by the City Council of Salt Lake City, Utah, as follows:

1.     The City Council hereby adopts the conclusions set forth in the Analysis, and hereby finds and determines that, for all the reasons set forth in the Analysis, the Donation is appropriate under these circumstances.
