JOINT RESOLUTION

1 OF 2016


Joint Resolution Supporting Legislation to Regulate Electronic Cigarette Sales to Youth

 

Whereas,    Electronic Nicotine Delivery Systems (ENDS), also known as Electronic Cigarettes (E- Cigarettes), vapes, or vape pens, typically contain nicotine, a highly addictive substance; and

Whereas,    nicotine use during adolescence can disrupt brain development and affect attention, learning, and susceptibility to addiction; and

Whereas,    a recent Salt Lake County Health Department study of vaping liquids concluded a majority of the products’ listed nicotine content did not match the actual amount found; and

WHEREAS,    fruit and candy-like flavored vaping liquids are advertised with celebrities and music that are   leveraged to encourage youth interest in using electronic cigarettes; and

Whereas,    electronic cigarette use among Utah youth nearly doubled between 2013 and 2015 and is more than twice as high as adult use; and

Whereas,    including electronic cigarettes and other vaping products in the tobacco excise tax will be an effective deterrent to youth tobacco use through higher prices and revenue to fund vaping education outreach.

 

NOW, THEREFORE, BE IT RESOLVED

         that the Salt Lake City Council and Mayor of Salt Lake City are supportive of legislation to regulate sales of electronic cigarettes and other vaping products to youth.
