Northwest Quadrant Community Reinvestment Area
Amended Survey Area Boundaries
RESOLUTION OF THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF SALT LAKE CITY INITIATING THE AMENDMENT OF THE NORTHWEST QUADRANT COMMUNITY REINVESTMENT AREA PLAN BY ADOPTING AMENDED SURVEY AREA BOUNDARIES
WHEREAS, the Redevelopment Agency of Salt Lake City (“RDA”) was created to transact the business and exercise the powers provided for in Utah Code 17C, the Community Reinvestment Agency Act.
WHEREAS, on January 9, 2018, the RDA Board approved Resolution R-1-2018, adopting the Northwest Quadrant Community Reinvestment Area Plan (“CRA Plan”) to utilize tax increment funds derived from within project area boundaries (“Project Area”) to facilitate community reinvestment activities.
WHEREAS, property owners adjacent to the Project Area have demonstrated interest in incorporating their properties, as further described in Exhibit A attached hereto, within designated boundaries of the Project Area (“Amended Survey Area Boundaries”).
WHEREAS, incorporating additional parcels within the Project Area requires an amendment to the CRA Plan.
WHEREAS, Utah Code 17C-5-112 requires the RDA to treat any enlargement of a community reinvestment project area’s geographic area “as though the agency were creating a community reinvestment project area.”
WHEREAS, under Utah Code 17C-5-103, the first step to initiating the process of adopting a community reinvestment project area plan is to adopt a survey area resolution.
WHEREAS, the purpose of this Resolution is to establish the proposed Amended Survey Area Boundaries.
NOW, THEREFORE, BE IT RESOLVED, THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF SALT LAKE CITY THAT:
1. Map and Depiction. Pursuant to Utah Code 17C-5-103(1)(a) and (b), the Amended Survey Area Boundaries are within the RDA’s boundaries and a depiction and map of the Amended Survey Area Boundaries are attached as Exhibit A.
2. Study. Pursuant to Utah Code 17C-5-103(c), the Board determines that the proposed amendment to the CRA Plan requires a study to determine whether project area development is feasible.
3. Authorization. Pursuant to Utah Code 17C-5-103(1)(d)(i) and (d)(ii), the Board hereby authorizes the preparation of an amended CRA Plan that includes the Amended Survey Area Boundaries and authorizes and directs the RDA to conduct any appropriate examination, investigation, or negotiation regarding the Amended Survey Area Boundaries.
