CELLULAR COMMUNICATIONS

Doug Wheelwright was the hearing officer for all of the items.
1. Petition #410-570, by VoiceStream Wireless, requesting conditional use approval to install a 100 foot high wireless telecommunications monopole and associated electrical equipment, located at approximately 1153 South 3600 West in a Light Industrial (M-1) zoning district. (Janice Lew)
Jerome Gourley, petitioner, and Bryan Hansen property owner were present for the hearing. No one was present from the public.
Janice Lew presented the staff report outlining the major issues of the case, and went through the departmental comments of which is filed with the minutes.
Mr. Gourley asked to revise the petition. He stated that the Federal Government has indicated that they would like access to any and all communication towers for emergency broadcast equipment. Therefore, flush mounted antennas could not be installed as there would not be sufficient separation to accommodate emergency transmission antennas and the regular antennas. He wants to modify the petition to show the antennas mounted on arms. There must be a horizontal separation of the antennas, as he envisions that at some point in time the installation of Federal communication antennas for emergency broadcast purposes. He stated that he is getting pressure from a lot of municipalities to flush mount antennas. He stated that the Federal directive was the reason for them wanting to change the design from flush mounted antennas to a separated arm array system.
Mr. Wheelwright stated that he would not approve the revisions under an administrative capacity. He stated that the petitioner would have to:
Provide staff with a copy of the directive from the Federal Government.
Prove that because of the directive, an array system has to be used.
Re-submit the drawings.
No action was taken. The application will be amended and re-submitted to the Planning Division.
