SALT LAKE CITY ORDINANCE

No. 22 of 2013

(Creating a Bicycle Standing Committee of the Transportation Advisory Board)

An ordinance adding new Section 2.23.115 to the Salt Lake City Code to create a Bicycle Standing Committee of the Transportation Advisory Board.

WHEREAS, the City Council has created the Salt Lake City Transportation Advisory Board (the “board”) to advise the City Council, the Mayor, the Transportation Director and other city bodies on transportation related matters as provided in Salt Lake City Code Chapter 2.23; and

WHEREAS, a growing concern over personal health, air pollution, global climate change, adverse economic conditions, and oil dependence, has resulted in bicycle transportation in Salt Lake City becoming increasingly prevalent; and

WHEREAS, Salt Lake City is dedicated to increasing quality of life and sustainability, improving accessibility, reducing automobile congestion, encouraging environmentally sound alternative transportation, and protecting the public health, safety and welfare; and to this end, the City is committed to improving conditions for those who choose to travel, recreate or exercise by bicycle; and

WHEREAS, Salt Lake City endeavors to become one of the great bicycling cities in the United States; and

WHEREAS, bicycle planning reaches across the areas of transportation, recreation (both hard surface and soft surface cycling), health and fitness, enforcement and safety, sustainability, community building, air quality, economic development, social and poverty issues, children and school issues, and tourism; and

WHEREAS, bicycles are an important component of community development;

NOW, THEREFORE, be it ordained by the City Council of Salt Lake City, Utah that:

SECTION 1Enacting Section 2.23.115.  Section 2.23.115, Salt Lake City Code, pertaining to a Bicycle Standing Committee of the Transportation Advisory Board, is enacted to read as follows:

2.23.115: BICYCLE STANDING COMMITTEE CREATED:

A.  There is created a bicycle standing committee of the board.  The members of the bicycle standing committee shall be appointed by the mayor with the advice and consent of the city council.  At least one member of the bicycle standing committee must be a member of the board.  Other members of the bicycle standing committee do not have to be members of the board.  In appointing members of the bicycle standing committee, the mayor shall provide for diversity of membership with respect to different uses of bicycles and place of residence or business.  Members of the bicycle standing committee shall be appointed for a term of three years, but may be removed at any time with or without cause in the discretion of the mayor.  The mayor may appoint up to thirteen members to the bicycle standing committee.  The members of the bicycle standing committee may adopt a specific name of the committee by majority vote of the members of the committee.

B,  In performing its advisory role, the bicycle standing committee shall recognize that bicycle planning reaches across the areas of transportation, recreation (both hard surface and soft surface cycling), health and fitness, enforcement and safety, sustainability, community building, air quality, economic development, social and poverty issues, children and school issues, and tourism.

SECTION 2.  Effective Date.  This ordinance shall be effective on the date of first publication.
