The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, January 17, 2012 at 7:00 p.m. in Room 315, City Council Chambers, City County Building, 451 South State.

Courtney Reeser, Rose Park Community Council, said the Community Council was in favor of the redistricting for the school board. The Salt Lake City School Board submitted a letter on consensus recommendation for redistricting.

POTENTIAL ACTION ITEMS
#1. RE: 7:30:30 PM Adopting an ordinance amending Chapter 21A.46 to modify sign regulations pertaining to billboards, electronic billboards and electronic signs pursuant to Petition Nos. PLNPCM2010-000717 and PLNPCM2010-00032. Among other things, the amendments will refine provisions adopted by the City Council in April 2010 that are scheduled to take effect on January 13, 2012. Councilmember Garrott moved and Councilmember Penfold seconded to adopt Ordinance 4 of 2012 amending certain sections of Title 21A, Salt Lake City Code, pursuant to Petition Nos. PLNPCM2010-00032 and PLNPCM2010-00717 pertaining to the regulation of electronic billboards. In adopting the ordinance, the City Council views this item as a temporary measure, and that the referenced petitions remain open for further Council consideration, which motion carried, all members voted aye.

COMMENTS TO THE CITY COUNCIL 7:31:48 PM
Seth Neeley asked about what actions the City was taking towards substance abuse rehabilitation for those that could not afford it. He also asked about homeless issues and dealing with homeless youth. Councilmember Love referred Mr. Neeley to staff.
Adam Morley asked how to get a copy of the sustainability agenda as set forth by Mayor Becker. David Everitt, Mayor Becker’s Chief of Staff, said he would get Mr. Morley a hard copy. He said the plan had been put on-line.
UNFINISHED BUSINESS
#1. RE: 7:36:17 PM Adopting an ordinance establishing policy and guidelines for City acceptance of donations. This ordinance would authorize donations for the purpose of making improvements on City property and provide guidelines for acceptance of such donations. View Attachments
Councilmember Simonsen said this item would be deferred to the next formal Council meeting for consideration.

RE: Setting the date of Tuesday, February 7, 2012 at 7:00 p.m. to accept public comment and consider adopting an ordinance amending the Major Street Plan of the Salt Lake City Transportation Master Plan pursuant to Petition No. PLNPCM2010-00354. The Major Street Plan identifies and classifies existing and proposed freeways, arterial streets, collector streets and local street within Salt Lake City. The ordinance appears to acknowledge routine changes in the use or ownership of various streets in the City including North Temple and 1300 East. View Attachments

#2. RE: Setting the date of Tuesday, February 7, 2012 at 7:00 p.m. to accept public comment and consider adopting an ordinance changing the City Code including the City’s zoning regulations to eliminate the Board of Adjustment and the Land Use Appeals Board as land use appeal authorities and replacing the boards with an appointed professional hearing officer pursuant to Petition No. PLNPCM2010-00312. The hearing officer would review and make decisions relating to variance applications, appeals of Administrative, Planning Commission and Historic Landmark Commission decisions. The intent is to provide a more streamlined and consistent appeal process for land use decisions and reduce the expenditure of City funds and staffing resources.
