The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, September 14, 1999, at 6:00 p.m. in Room 315, City Council Chambers, City County Building, 451 South State.
The following Council Members were present:

Mayor Deedee Corradini; Roger Cutler, City Attorney; Cindy Gust-Jenson, Executive Council Director; and Bonnie Ferrin, Deputy City Recorder, were present.
Councilmember K. Christensen presided at and Councilmember Rogan conducted the meeting.
#1. The Council led the Pledge of Allegiance.
#2. Councilmember Seed moved and Councilmember Jolley seconded to approve the minutes of the Salt Lake City Council meeting held September 7, 1999, which motion carried, all members voted aye.

QUESTIONS TO THE MAYOR FROM THE CITY COUNCIL
Councilmember Rogan said residents of District 3 were encouraged and pleased to see street improvements being made. He said some residents suggested creating a sign which would be more meaningful and resident-friendly than the current construction signs. He said the suggestion was made to say "Your City tax dollars are at work. Pardon us for the inconvenience. He said the sign could also list the starting and completion dates." He said this would be more informative and serve more of a purpose. He asked Mayor Corradini if she would consider the request within the administration.
Mayor Corradini said she would pass the information along, but it might be prudent to wait for the new Mayor before making the changes.
Councilmember K. Christensen said he was uncomfortable having his name on the sign. He said he felt taxpayers might look at the signs and wonder why their tax dollars were making signs to put their names on. He asked if other Council Members felt the same. The Council agreed.
Councilmember Milner suggested putting a telephone number on the sign where citizens could call for information.
COMMENTS TO THE CITY COUNCIL
Harry Fountaine, Salt Lake City, said an agency took all his property. He said 11/2 years before that his business was taken. He said this was everything he had worked for for 27 years. He said he got a car last Sunday and it was taken from him 2 days later. He said he looked through regulations and could not find anything that said his car could be taken within 10 days. He said he had spoken to Assistant City Attorney Lynn Pace. He said he was not able to make any money without transportation.
Councilmember Rogan suggested that Mr. Fountaine speak to Police Officer Mac Connole, who might help identify who had done the taken and give him some help.

ACTION: Councilmember Jolley moved and Councilmember C. Christensen seconded to approve the Consent Agenda, which motion carried, all members voted aye.

RE: Adopting Resolution 64 of 1999 authorizing the approval of an interlocal cooperation agreement between Salt Lake City Corporation and Salt Lake County amending an agreement dated June 8, 1999 relating to construction of the Parley's Connection/ Shoreline Trail, to add to the County's scope of services and to provide for payment of a fee for such services.

RE: Adopting Resolution 65 of 1999 authorizing the approval of an interlocal cooperation agreement between Salt Lake City Corporation and University of Utah Police Department to assist in the identification, investigation and the rendering safe of suspected explosive devices found within the two jurisdictions.

ACTION: Councilmember Thompson moved and Councilmember C. Christensen seconded to adopt Ordinance 75 of 1999, which motion carried, all members voted aye.

#1. RE: Accept public comment and consider adopting an ordinance to amend the fiscal year 1999-2000 budget.

Councilmember Jolley moved and Councilmember Seed seconded to adopt Ordinance 76 of 1999, which motion carried, all members voted aye.
