The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, May 14, 1996, at 6:00 p.m. in Room 315, City Council Office, City County Building, 451 South State.
The following Council Members were present:

Mayor Deedee Corradini; Roger Cutler, City Attorney; Cindy Gust-Jenson, Executive Council Director; and Bonnie Ferrin, Deputy City Recorder were present.
Councilmember Christensen presided at and Councilmember Seed conducted the meeting.
#1. The Council led the Pledge of Allegiance.
#2. Councilmember Godfrey moved and Councilmember Souvall seconded to approve the minutes of the Salt Lake City Council meeting held May 7, 1996, which motion carried, all members voted aye.

#3. Helene Fairchild, Chair of the Board of Directors for the Salt Lake City Library, presented the proposed Library Fund budget for fiscal year 1996-97.
Ms. Fairchild said she was not requesting a tax rate increase this year because the projected natural growth for 1996-97 added to the current year revenues in excess of expected projections. She said this provided the Library with the opportunity to take care of two of the top patron concerns: longer service hours and an expansion of the collection.
CITIZEN COMMENTS
Sherry Carlson, 2163 Wellington Street, thanked the Mayor and City Council for the Community rally held recently called "We Love Sugarhouse". She said it was important to encourage music, arts and culture in the lives of young people.

ACTION: Councilmember Godfrey moved and Councilmember Jolley seconded to approve the Consent Agenda, which motion carried, all members voted aye.

PUBLIC HEARINGS

ACTION: Councilmember Godfrey moved and Councilmember Christensen seconded to close the public hearing, which motion carried, all members voted aye.
Councilmember Godfrey moved and Councilmember Christensen seconded to refer the item to the Committee of the Whole, which motion carried, all members voted aye.
DISCUSSION: Tom Rogan, 1112 3rd Avenue, Chair of the Greater Avenues Community Council, said he endorsed the proposed ordinance. He said staff recommendation suggested there be a revisiting of the ordinance in six months. He said six months was an unrealistically short period and suggested an 18-month period to allow the ordinance to function for a complete one year cycle.
