The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, March 4, 1997, at 6:00 p.m. in Room 315, City Council Office, City County Building, 451 South State.

 

      The following Council Members were present:

 

            Joanne Milner               Sam Souvall                   Deeda Seed

Tom Godfrey                 Bryce Jolley

           

      The following Council Members were absent:

 

Stuart Reid                  Keith Christensen

 

      Mayor Deedee Corradini; Roger Cutler, City Attorney; Cindy Gust-Jenson, Executive Council Director; and Bonnie Ferrin, Deputy City Recorder were present.

 

      Councilmember Seed presided at and Councilmember Godfrey conducted the meeting.

 

 

      #1.  The Council led the Pledge of Allegiance.

 

      #2.  Councilmember Seed moved and Councilmember Jolley seconded to approve the minutes of the Salt Lake City Council meeting held February 18, 1997, which motion carried, all members present voted aye.

      #3. Max Evans, Director of the Utah Historical Society, and Roger Roper, Coordinator of Historic Preservation, presented publications of The Avenues of Salt Lake City.

 

      Mr. Evans presented the Council and Mayor Corradini with a book entitled The Avenues of Salt Lake City.  He said 1997 was the centennial of the Utah State Historical Society.  He said the book was first published in 1980 and had been out of print for 5 years.  He said it was decided to republish the book for the centennial and for the recognition of the good work which was taking place in the Avenues and the work the City had done to preserve the buildings in the area.  He said the Avenues was an historic district listed on the national register of historic places and was recognized throughout the state as a model historic district.

      ACTION:  Councilmember Seed moved and Councilmember Jolley seconded to approve the Consent Agenda, which motion carried, all members present voted aye.

 

      #1.  RE:  Setting the date of April 1, 1997 at 6:00 p.m. to accept public comment and consider adopting an ordinance to amend the Fiscal Year 1996-97 Budget.

      #2.  RE:  Setting the date of March 11, 1997 at 6:00 p.m. to accept public comment and consider adopting an ordinance vacating a portion of an alley running north/south, located between Concord Avenue and Emery Street and between 300 South Street and Iola Avenue, pursuant to Petition No. 400-96-89.

      #3.  RE:  Setting the date of March 11, 1997 at 6:00 p.m. to accept public comment and consider adopting an ordinance vacating a portion of an alley located between Lincoln Street and 1000 East and south of 1300 South, pursuant to Petition No. 400-96-80.

      #4.  RE:  Setting the date of April 15, 1997 at 6:00 p.m. to accept public comment and consider adopting an ordinance closing a portion of an alley parallel to and south of Beck Street and between 1600 and 1700 North Streets, pursuant to Petition No. 400-96-55.

      #1.  RE:  Adopting a motion authorizing Council Chair to sign a contract for special legal counsel.

 

      ACTION:  Councilmember Jolley moved and Councilmember Milner seconded the motion, which motion carried, all members present voted aye except for Councilmember Godfrey, who voted nay.

PUBLIC HEARINGS

 

      #1.  RE:  Accept public comment and consider adopting an ordinance to amend the Fiscal Year 1996-97 Budget.

 

      ACTION:  Councilmember Jolley moved and Councilmember Seed seconded to close the public hearing, which motion carried, all members present voted aye.

 

      Councilmember Jolley moved and Councilmember Seed seconded to adopt Ordinance 9 of 1997, which motion carried, all members present voted aye.

      #2.  RE: Accept public comment and consider adopting an ordinance amending Salt Lake City Ordinance No. 45 of 1996 which approved the Compensation Plan for Executive Employees and

Elected Officials of Salt Lake City.

 

      ACTION:  Councilmember Jolley moved and Councilmember Souvall seconded to close the public hearing, which motion carried, all members present voted aye.

 

      Councilmember Jolley moved and Councilmember Souvall seconded to adopt Ordinance 10 of 1997, which motion carried, all members present voted aye.
