The City Council of Salt Lake City, Utah met in Regular Session on Tuesday, June 4, 1996, at 6:00 p.m., in Room 315, City County Building, 451 South State Street.
The following Council Members were present:

Councilmember Souvall presided at and Councilmember Godfrey conducted the meeting.
#1. The Council led the Pledge of Allegiance.
#2. Councilmember Jolley moved and Councilmember Souvall seconded to approve the minutes of the Salt Lake City Council meeting held May 21, 1996, which motion carried, all members present voted aye.

CITIZEN COMMENTS TO THE CITY COUNCIL
Kathryn Hunt said she was the past program coordinator of the United Youth Judiciary Council. She thanked the City Council and the Mayor for the use of the Council Chambers over the past three years. She said Peer Court was a community based project which was started by the Capitol Hills Community Council in 1993.
Ms. Hunt introduced Kathleen Zitman. Ms. Zitman announced that they were expanding the program to provide a Citywide Peer Court. She said they had received a $12,000 grant to fund a paid coordinator.
She introduced Teresa Peeley, West High School Vice Principal. Ms. Peeley said West High School wanted to express their appreciation to the City Council for the use of the Council Chambers.
Peer Court students presented the City Council with a thank-you card.
CONSENT AGENDA
ACTION: Councilmember Seed moved and Councilmember Jolley seconded to approve the Consent Agenda with the exception of Item D-3, which was pulled, which motion carried, all members present voted aye.
#1. RE: Setting the date of July 9, 1996 at 6:00 p.m. to accept public comment and consider adopting an ordinance closing a portion of 800 West right-of-way, declaring it surplus property, and rezoning it to public lands "PL" pursuant to Petition No. 400-95-81.

PUBLIC HEARINGS
#1. RE: Accept public comment and consider adopting an ordinance amending Section 21.74.140.b of the Salt Lake City Code relating to historic districts and landmark sites - City Historic Register pursuant to Case No. 005-96.
ACTION: Councilmember Seed moved and Councilmember Reid seconded to close the public hearing, which motion carried, all members present voted aye.
Councilmember Seed moved and Councilmember Jolley seconded to adopt Ordinance 30 of 1996, which motion carried, all members present voted aye.
DISCUSSION: Lisa Miller, Preservation Planner, said the building was located at 511 South 900 East and was known as the A.P. Mickelsen house. She said the petitioner wanted the building placed on the Salt Lake City Register of Cultural Resources. She said the house met the criteria of significance and the building was associated with distinctive characters of a type or method of construction and the work of a notable architect.
She said other criteria was that the physical integrity of the building remained in tact in terms of location, design, setting, materials and workmanship on the exterior. She said the building was 50 years old.
Patrick Mundt, the petitioner, said he lived at 263 North State Street. He said the building was a wonderful building and needed to be preserved.
Ron Love, 1073 East 600 South, said he had lived in the area for a number of years. He said he had seen the building and was amazed that it was not already on the National or City Historic Register. He said he supported the action and urged the Council to amend the ordinance to include the building.

#2. RE: Accept public comment and consider adopting an ordinance closing a portion of Hubbard Avenue near 367 East and closing a portion of 400 East near its intersection with Hubbard Avenue pursuant to Petition No. 400-95-93.
ACTION: Councilmember Reid moved and Councilmember Seed seconded to close the public hearing, which motion carried, all members present voted aye.
Councilmember Seed moved and Councilmember Souvall seconded to adopt Ordinance 31 of 1996, which motion carried, all members present voted aye.
DISCUSSION: Bill Wright, Planning Director, said the City was asking that this request be considered for the purposes of trying to develop an infill parcel of property which was small and problematic for the neighborhood. He said because of the size of the lots available, it would be difficult to build infill housing. He said the proposal would narrow the right-of-way of the streets but would not change the curb or travel way. He said it would be an amendment to the sidewalk location along Hubbard Avenue and would dedicate an additional 13 feet to be used for lots to construct two new single family homes on the property.
Linda Jennings, 323 Williams Avenue, said she was with the West Liberty Neighborhood Association. She said the Association had been anxious to see the lot developed for quite some time. She said they supported having the ordinance amended.

#3. RE: Accept public comment and consider adopting an ordinance vacating an alley between Edith Avenue and 1300 South and west of 400 East Street pursuant to Petition No. 400-95-65.
ACTION: Councilmember Jolley moved and Councilmember Souvall seconded to close the public hearing, which motion carried, all members present voted aye.
Councilmember Jolley moved and Councilmember Souvall seconded to adopt Ordinance 32 of 1996, which motion carried, all members present voted aye.
