The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, June 3, 1997, at 6:00 p.m. in Room 315, City Council Office, City County Building, 451 South State.
The following Council Members were present:

Roger Cutler, City Attorney; Cindy Gust-Jenson, Executive Council Director; and Beverly Jones, Deputy City Recorder were present.
Councilmember Seed presided at and Councilmember Martinez conducted the meeting.
#1. The Council led the Pledge of Allegiance.
#2. Councilmember Godfrey moved and Councilmember Jolley seconded to approve the minutes of the Salt Lake City Council meeting held May 20, 1997, which motion carried, all members voted aye.

CITIZEN COMMENTS
Bob Fisher said he lived on Hannibal Street. He said he wanted to thank the Council for their good choice of new Council Members.
Cindy Cromer said she was from the East Central Neighborhood. She said the Council had received a packet from staff regarding an enforcement action taken against her over the issue of rabies. She said the information in the packet outlined the issues which concerned her about portions of the ordinance which needed revisions. She said her feelings on this issue were profound and she had never been treated this way before by government. She said she had been unsuccessful in trying to change the situation regarding the ordinance in the last 11/2 years.
Ms. Cromer said these changes were needed so that the ordinance was in line with what the best veterinarians and public officials recommended across the country. She said she had seen the dark side of contracting for services and as the Council considered the contract which the City held with the County regarding animal services, she asked the Council to seek accountability if the contract was renewed.
CONSENT AGENDA
ACTION: Councilmember Godfrey moved and Councilmember Jolley seconded to approve the Consent Agenda, which motion carried, all members voted aye.
#1. RE: Setting the date of June 10, 1997 to accept public comment and consider adopting an ordinance enacting Chapter 6 of Title 3, relating to municipal energy sales and use tax and amending Section 5.04.170 relating to utility tax revenue. (This would allow the City to comply with State Law relating to franchise fees.)

UNFINISHED BUSINESS
#1. RE: Adopting an ordinance amending Chapter 12.64, Salt Lake City Code, relating to the City Parking Permit program. (The purpose of the proposed ordinance is to simplify the time required for application, analysis and creation of new areas to be included in the City Parking Permit program and to allow areas affected by seasonal or part year parking impacts to be eligible for the program which includes the Westminster College and Franklin Field areas.)
ACTION: Councilmember Seed moved and Councilmember Christensen seconded to adopt Ordinance 24 of 1997, which motion carried, all members voted aye.

PUBLIC HEARING
#1. RE: Accept public comment and consider adopting an ordinance amending the fiscal year 1996-97 budget.
ACTION: Councilmember Christensen moved and Councilmember Godfrey seconded to close the public hearing, which motion carried, all members voted aye.
Councilmember Christensen moved and Councilmember Godfrey seconded to adopt Ordinance 25 of 1997 including the transfer of $15,600 in contingency funds to the CIP program, which motion carried, all members voted aye.
