PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH

THURSDAY, DECEMBER 9, 1982

 

THE CITY COUNCIL OF SALT LAKE CITY, UTAH, MET AS THE COMMITTEE OF THE WHOLE, DECEMBER 9, 1982, AT 5:05 P.M. IN ROOM 211 CITY AND COUNTY BUILDING.

 

ON ROLL CALL THE FOLLOWING COUNCIL MEMBERS WERE PRESENT: RONALD J. WHITEHEAD ALICE SHEARER GRANT MABEY IONE M. DAVIS SYDNEY R. FONNESBECK EDWARD W. PARKER.

 

THE FOLLOWING COUNCILMEMBER WAS ABSENT FROM THIS MEETING: PALMER DEPAULIS.

 

Council Chairperson Sydney R. Fonnesbeck presided at and conducted this meeting.

 

#1. Cheryl Cook, City Treasurer, asked for Council approval of the Preliminary Official Statement for the Water and Sewer Improvement and Refunding Bonds, Series 1983. Ms. Cook indicated that the Finance Department is not ready to refund the bonds at this point due to the market, but the approval of the preliminary statement will begin the process should the market become favorable. Ms. Cook also advised the Council that the official statement would come back to the Council with corrections for final approval should they decide to refund. Councilmember Shearer asked Jerry McClain if Arthur Young had reviewed the document and felt comfortable with the approval of the preliminary official statement.

 

Councilmember Shearer moved and Councilmember Parker seconded the motion that the City Council approve the Preliminary Official Statement for the Water and Sewer Improvement and Refunding Bonds, Series 1983, which motion carried, all members voting aye except Councilmember DePaulis who was absent.

#2. Leigh von der Esch briefed the Council on the ordinance closing the eastern 148.5 foot portion of Girard Avenue between approximately 550-560 West at 530 North, but reserving utility easements and retaining title. This closure was previously approved by the City Council by motion on Tuesday, November 9, 1982 wherein the Council directed the City Attorney to prepare the appropriate ordinance. Per letter from Judy Lever, the ordinance and necessary agreements are in proper form for the Council’s adoption.

 

Councilmember Shearer moved and Councilmember Mabey seconded to adopt Ordinance 94 of 1982, closing a portion of Girard Avenue, which motion carried, all members voting aye except Councilmember DePaulis who was absent.

#3. Lance Bateman, Controller, and Jerry McClain of Arthur Young briefed the City Council on items relating to the Fiscal Year 1981-82 Audit, including items relating to the fund balance and wave tech pool notations and balance sheets.

 

#4. Alan Johnson, Planning and Zoning, briefed the City Council on the Northwest Quadrant annexations and the recent Supreme Court ruling regarding requirements for cities to amend their annexations policies prior to consideration of the annexations. Mr. Johnson discussed the five annexation petitions before the Council for consideration on December 14, 1982. Mr. Johnson explained the ordinances, impact fees, and proposed changes in the subdivision ordinance.

#5. Miscellaneous scheduling items were discussed. Councilmember Parker briefed the Council on items relating to SLACC meeting of Wednesday, December 8, 1982.
