December 4, 1997

 

      The City Council of Salt Lake City, Utah, met in Regular Session on Thursday, December 4, 1997, at 6:00 p.m. in Room 315, City Council Office, City County Building, 451 South State.

 

      The following Council Members were present:

 

            Lee Martinez            Mary Mark               Bryce Jolley

Joanne Milner           Deeda Seed

 

The following Council Members were absent:

 

      Tom Godfrey             Keith Christensen

 

Roger Cutler, City Attorney; Cindy Gust-Jenson, Executive Council Director; and Beverly Jones, Deputy City Recorder were present.

 

      Councilmember Seed presided at and conducted the meeting.

 

      #1. The Council led the Pledge of Allegiance.

 

      #2. Councilmember Jolley moved and Councilmember Martinez seconded to approve the minutes of the Salt Lake City Council meeting held November 18, 1997, which motion carried, all members present voted aye.

CITIZEN COMMENTS TO THE CITY COUNCIL.

 

      Fred Mauney, 235 South Rio Grande Street, said he was on disability.  He said each month he bought a disability bus pass from Utah Transit Authority (UTA). He said his disability paycheck was deposited in the bank at the first of each month but due to the Thanksgiving holiday, his check was not deposited until late Monday afternoon.  He said Tuesday morning he waited at 200 South 200 West for the bus to go buy his bus pass.  He said when he boarded the bus, the bus driver told him he either had to have a bus pass or pay the fare.  Mr. Mauney said he pulled out his pass from November and showed it to the bus driver.  He said the bus driver told him to throw November's pass away.  He said the bus driver again asked him to pay the fare or get off the bus. 

 

      Mr. Mauney said he did not know if he should file a complaint against UTA.  He said he wanted to bring it to the City Council first.  He said if something was not done, he would file in Federal Court.

      Councilmember Jolley moved and Councilmember Martinez seconded to approve the Consent Agenda, which motion carried, all members present voted aye.

      #1. RE: Adopting an ordinance amending Section 21A.36.150, Salt Lake City Code, relating to fraternities and sororities.

 

      ACTION: Councilmember Jolley moved and Councilmember Milner seconded to adopt Ordinance 81 of 1997, which motion carried, all members present voted aye.

PUBLIC HEARINGS

 

      #1. RE: Accept public comment and consider Petition No. 400-97-41 from Salt Lake Valley Habitat for Humanity requesting to amend Lots 9, 10, and 11, Block 1, Whalon's Addition Subdivision at approximately 750 South Goshen Street.

 

      ACTION: Councilmember Jolley moved and Councilmember Martinez seconded to close the public hearing, which motion carried, all members present voted aye.

 

      Councilmember Mark moved and Councilmember Milner seconded to adopt Petition No. 400-97-41, which motion carried, all members present voted aye.

 

      DISCUSSION: Yasamini Roque, 2237 South 600 East, said she was the Director of Salt Lake Valley Habitat for Humanity.  She said the City had performed $25,000 in utility improvements in the area.  She said she hoped the subdivision amendment would be

approved.

      #2. RE: Accept public comment and consider adopting an ordinance vacating a portion of an alley located between 700 South and Indiana Avenue (830 South) and between 1000 West and Goshen Street (1050 West) pursuant to Petition No. 400-96-56.

 

      ACTION: Councilmember Jolley moved and Councilmember Martinez seconded to close the public hearing, which motion carried, all members present voted aye.

 

      Councilmember Jolley moved and Councilmember Milner seconded to adopt Ordinance 82 of 1997, which motion carried, all members present voted aye.

      #3. RE: Accept public comment and consider adopting an ordinance designating the LDS 24th Ward Building on the Salt Lake City Register of Cultural Resources.

 

      ACTION: Councilmember Jolley moved and Councilmember Martinez seconded to close the public hearing, which motion carried, all members present voted aye.

 

      Councilmember Mark moved and Councilmember Milner seconded to adopt Ordinance 83 of 1997, which motion carried, all members present voted aye.
