The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, December 1, 1998, at 6:00 p.m. in Room 315, City Council Chambers, City County Building, 451 South State.
The following Council Members were present:

Councilmember Jolley presided at and conducted the meeting.

#2. Councilmember K. Christensen moved and Councilmember Thompson seconded to approve the minutes of the Salt Lake City Council meeting held November 17, 1998, which motion carried, all members voted aye.

QUESTIONS TO THE MAYOR FROM THE CITY COUNCIL
Councilmember Milner asked why the City Council was not apprised of, or invited to, the press conference held earlier that day regarding the LDS Church buying property from the City.
Mayor Corradini said the LDS Church had planned to brief Council Members the same day and she was told the church had been in touch with them. She said the Administration had a different role than the Council and this issue went through the normal City processes.
Councilmember Milner said for the record she had not received an answer to her question from Mayor Corradini.

UNFINISHED BUSINESS
#1. RE: Adopting a resolution authorizing the approval of an interlocal cooperation agreement between Salt Lake City Corporation and Utah Department of Transportation for the reconstruction of South Temple from Main Street to Virginia Avenue; and a cooperative agreement among the Utah Department of Transportation, Salt Lake City, and RB&G Engineering, Inc. for consulting services in connection with the reconstruction of South Temple from Main Street to Virginia Avenue.
ACTION: Councilmember Thompson moved and Councilmember C. Christensen seconded to adopt Resolution 71 of 1998, which motion carried, all members voted aye.
DISCUSSION: Councilmember Thompson asked Richard Johnston, Deputy City Engineer, if bicycle lanes would be considered in the planning process.
Mr. Johnston said they had not been included in the plan as configured. He said South Temple was currently an arterial street which served the East Central, Central, and Avenues area. He said because of the restrictive width on South Temple, the only way to provide additional space for a bike lane would be to add to the width. He said they wanted to keep the width as it was because it would have adverse impact on the surrounding parkway and streetscape.
Councilmember Thompson asked how wide the planting was between the curb and sidewalk.
Mr. Johnston said he was not sure of the exact width, but thought it was approximately 18 to 20 feet. He said if the City encroached on the width it would effect a lot of old, established trees. He said there were also topography problems especially on the north side.
Councilmember Thompson asked if it was impossible to encroach on City property to add bicycle lanes.
Mr. Johnston said they could look at it again, but he said he felt it would be difficult to do any kind of widening to allow for a bicycle path. He said the Bike Master Plan did call for bicycle lanes on either 100 South or 200 South, which was fairly close to South Temple.
Councilmember Seed told Mayor Corradini it was a good opportunity for the City to improve South Temple and to take advantage of Federal dollars, but she wanted the City to be cautious about the impact of the construction at the same time 400 South would be under construction. She said this scenario would be difficult for the City. She said she did not know what steps needed to be taken to mitigate the problems which would inevitably arise because of this. She said the City needed to think about it now, so there would not be a repeat of the Main Street situation.
Mr. Johnston said they had added language to the consultant contract which would provide a separate traffic analysis to address the issue.
Councilmember Seed asked what tools the City had available to mitigate the impact on neighborhoods. She said there was a large residential neighborhood which was surrounded by the block, where construction would take place on both sides.
Mr. Johnston said the study should identify and address her questions.
Councilmember K. Christensen said he supported the project. He said his concern was that contractors stay on schedule.
Councilmember C. Christensen said he supported it as well and the extra money was well spent. He said there would be some inconvenience associated with the project but thought a great deal of it could be mitigated through the planning process.
Councilmember Rogan wanted it clear that the Council was approving the contract for the design phase only.

PUBLIC HEARINGS
#1. RE: Accept public comment and consider adopting an ordinance repealing in its entirety Section 21A.34.060 of the Salt Lake City Code, dealing generally with aquifer recharge protection, and enacting a new Section 21A.34.060 implementing and relating to a new land use regulatory system for the protection of groundwater drinking sources from contamination; establishing enforcement procedures; and related matters.
ACTION: Councilmember K. Christensen moved and Councilmember Thompson seconded to close the public hearing, which motion carried, all members voted aye.
Councilmember K. Christensen moved and Councilmember C. Christensen seconded to adopt Ordinance 95 of 1998, which motion carried, all members voted aye.
