The City Council of Salt Lake City, Utah met in Regular Session on Tuesday, April 9, 1996, at 6:00 p.m., in Room 315, City County Building, 451 South State Street.
The following Council Members were present:

Councilmember Reid presided at and Councilmember Souvall conducted the meeting.

QUESTIONS TO THE MAYOR FROM THE CITY COUNCIL
Councilmember Jolley asked about the Mayor's meeting in Washington D.C.
Mayor Corradini said Salt Lake City was a recipient of $500,000 for one year of one time money and there was no match requirement for an anti gang initiative. She said the City had six weeks to put together a specific plan. She said the City could possibly have a technology component of mobile data terminals for the gang unit which would take away time the gang unit spent in terms of taking photographs with a separate camera. She said the photographs would be scanned right into a computer.
Mayor Corradini said President Bill Clinton wanted Salt Lake City to take what they were doing to a higher level. She said Salt Lake City was chosen as one of 15 cities because the City had been innovative and creative in the past. She said the President wanted to use the 15 cities as models for the rest of the country.

#3. RE: Consider adopting a motion approving the following decision made by the Planning Director:
Subdivision Plat vacation for the Holmes and Henderson Subdivision at 50 South Orange Street: conditional use approval of the Diamond Parking planned development was subject to vacation of the Holmes and Henderson Subdivision, an old residential subdivision at 50 South Orange Street which was never developed. All streets within the subdivision boundary were vacated some time ago. Planning Director's decision: approve subject to meeting all City departmental concerns.

UNFINISHED BUSINESS
#1. RE: Adopting an ordinance adding Section 11.36.160 to the Salt Lake City Code, relating to manufacture or possession of instrument for burglary or theft, vandalism, or destruction of property.
ACTION: Councilmember Christensen moved and Councilmember Jolley seconded to adopt Ordinance 16 of 1996, which motion carried, all members voted aye.

PUBLIC HEARINGS
#1. RE: Accept public comment and consider all protests filed and hear all objections relating to the proposed Salt Lake City Lighting District No. 1.
ACTION: Councilmember Godfrey moved and Councilmember Christensen seconded to close the public hearing, which motion carried, all members voted aye.
Councilmember Godfrey moved and Councilmember Christensen seconded to refer this item to Transportation for tabulation, which motion carried, all members voted aye.
DISCUSSION: Dorothy Johnson, Transportation, said of all the protests received, none of them represented enough to remove any footage from the district. She said Robert Shelden, 140 South 400 West, submitted a protest in Extension 78A. She said he lived in an area where new Cactus Pole street lights had been installed. She said the cost which would be assessed to Mr. Shelden was excessive and he would not be able to pay the assessment. She said he was elderly and had no benefit from the Special Improvement District. She said Mr. Shelden would come to the Board of Equalization and his footage would be removed from the district.

#2. RE: Accept public comment and consider adopting an ordinance amending Lots 8 and 9 of the Valley View Subdivision plat pursuant to Petition No. 400-95-74.
ACTION: Councilmember Godfrey moved and Councilmember Jolley seconded to continue the hearing to the May 7, 1996 Council meeting, which motion carried, all members voted aye.

Councilmember Godfrey moved and Councilmember Milner seconded to adopt Ordinance 17 of 1996, which motion carried, all members voted aye.

#4. RE: Accept public comment and consider adopting an ordinance regarding the proposed Salt Lake City Transportation Master Plan.
ACTION: Councilmember Godfrey moved and Councilmember Jolley seconded to close the hearing, which motion carried, all members voted aye.
Councilmember Godfrey moved and Councilmember Seed seconded to refer this item to the April 16, 1996 Council meeting, which motion carried, all members voted aye.
DISCUSSION: Tim Harpst, City Transportation Engineer, said an intense public involvement process had been held throughout the development of the plan, so most people had numerous opportunities to see the plan. He said there had been a clear common theme during the public input process. He said the City needed to approach the issue of solving transportation issues and look at transit, bicycling and travel demand management and downplay the use of the single automobile.
Bob Bliss said he was an architect and lived at 27 University Street. He said he had attended a number of the Transportation presentations. He said he found there was a light rail system, a heavy rail system, a bus system and a bicycle system. He said a master plan could not be made after all major items had been decided.
Mayor Deedee Corradini said the City had money proposed in this year's budget for a Gateway Master Plan. She said the City had talked about a transportation hub several months ago. She said a meeting had been held to start a discussion at the Federal level.

#5. RE: Accept public comment and consider adopting an ordinance rezoning property located on the block between 300 and 400 North and between 500 and 600 West in Salt Lake City pursuant to Petition No. 400-96-1.
ACTION: Councilmember Godfrey moved and Councilmember Seed seconded to close the public hearing, which motion carried, all members voted aye.
Councilmember Reid moved and Councilmember Christensen seconded to adopt Ordinance 18 of 1996, which motion carried, all members voted aye.
DISCUSSION: Joel Paterson, Avenues Planner, said the petition amended the Capitol Hills zoning map between 300 and 400 North and between 500 and 600 West. He referred to a map and explained the zoning. He said on February 8, 1996 the Planning Commission had recommended the Council approve the rezoning.
