1. Report of the Executive Director, including a review of Council information items and announcements. ATTACHMENTS
2. The Council will hold a discussion on an appropriation resolution adopting the One-Year Annual Action Plan for 2011-2012 that includes Community Development Block Grant (CDBG) funding, Home Investment Partnerships Program (HOME) funding, Emergency Shelter Grant (ESG) funding, and Housing Opportunities for Persons with AIDS (HOPWA) funding and approving an Interlocal Cooperation Agreement between Salt Lake City and the U.S. Department of Housing and Urban Development (HUD). 3. The Council will receive a follow-up briefing regarding ordinances, scheduled for consideration this evening, changing the City’s zoning regulations relating to:
•Urban farms, community gardens, seasonal farm stands;
•Greenhouses, cold frames and hoop houses for gardening; and
•Renewable energy generation systems such as solar panels, solar arrays and wind turbines or windmills.

4. The Council will receive a briefing regarding an ordinance to rezone property located at 163 West 1700 South from Commercial Business CB to Commercial General CG. 5. The Council will receive a briefing on the preparations and forecast for Spring runoff conditions, including the status of some groundwater intrusion occurrences.

8. (TENTATIVE) The Council will consider a motion to enter into Closed Session, in keeping with Utah Code § 52-4-204, for any of the following purposes:
a) A strategy session to discuss collective bargaining, pursuant to Utah Code § 52-4-205 (1)(b);
b) A strategy session to discuss the purchase, exchange, or lease of real property (including any form of water right or water shares) when public discussion of the transaction would disclose the appraisal or estimated value of the property under consideration or prevent the City from completing the transaction on the best possible terms, pursuant to Utah Code § 52-4-205(1)(d);
c) A strategy session to discuss pending or reasonably imminent litigation, pursuant to Utah Code § 52-4-205(1)(c);
d) A strategy session to discuss the sale of real property (including any form of water right or water shares) if (1) public discussion of the transaction would disclose the appraisal or estimated value of the property under consideration or prevent the City from completing the transaction on the best possible terms, (2) the City previously gave notice that the property would be offered for sale, and (3) the terms of the sale are publicly disclosed before the City approves the sale;
e) For attorney-client matters that are privileged, pursuant to Utah Code § 78B-1-137; and
f) A strategy session to discuss deployment of security personnel, devices or systems pursuant to Utah Code Section 52-4-205(1)(f).

1. Ordinance: Public Safety Building Property Rezone and Zoning Text Amendment
Consider adopting an ordinance relating to the proposed Public Safety Building, amending the text of Section 21A.32.140 of the Salt Lake City Code pertaining to communication towers in the Public Lands zoning districts pursuant to Petition No. PLNPCM2009-01424. Related provisions of Title 21A – Zoning may also be amended as part of this petition. ATTACHMENTS

2. Ordinance: Zoning Code Maintenance, Petition PLNPCM2010-00064
Consider adopting an ordinance to update and provide clarity to the City’s zoning regulations. Related provisions of Title 21A – Zoning may also be amended as part of this petition. The proposed changes include:
•Allowing an accessory structure in the side yard behind the primary structure;
•Removing the proper names “Delta Center” and “Franklin Quest Baseball Stadium” from the sign regulations and adding the terms “sports stadium,” “ballpark” and the address of the facilities;
•Clarifying the definition of a Fraternity and Sorority to read “a building which is occupied only by a group of university or college students who receive lodging and/or meals on the premises in exchange for compensation, and are associated together in a fraternity/sorority that is officially recognized by the university or college, and that has a national affiliation;”
•Providing a definition for a pitched roof; and
•Removing the outdated summary of yard area and size requirements for the zoning districts.

Consider adopting an ordinance regarding proposed changes to the City’s zoning regulations relating to greenhouses, cold frames and hoop houses for gardening and small solar and wind energy systems (e.g. solar panels and wind turbines).
