4b The Council and the Mayor will adopt a joint resolution opposing elements of the President’s 1985 Tax Reform Proposal for presentation to Utah’s Congressional Delegation. (R 85-10)

D. CONSENT AGENDA
1. Set a date for a public hearing to be held Tuesday, November 5, 1985 at 6:45 p.m. to consider an appeal by the Historical Landmark Committee of a decision made by the Planning Commission in connection with a request by E. J. Carr.

2. Consider and adopt a resolution authorizing the execution of an Interlocal Cooperation Agreement between Salt Lake City Corporation and Salt Lake County for education and information services related to animal control activities.

3. Set a date for a public hearing to be held Tuesday, November 12, 1985 at 6:30 p.m. to discuss Petition No. 400-277-Garfield Area. The Garfield neighborhood boundaries are Westminster College to 2100 South Street and 1100 East to 1300 East Streets.

4. Consider and adopt a resolution authorizing the execution of an Interlocal Cooperation Agreement amendment between Salt Lake City Corporation and the State Judicial Council for data processing services renewing Contract No. 84-0417 with the State Judicial Council and adding certain addendums.

5. Consider and adopt a resolution authorizing the execution of an Interlocal Cooperation Agreement between Salt Lake City Corporation and Salt Lake County for an amendment to the agreement of April 17, 1985 wherein certain City provided work items will be reimbursed by the County for the 1300 South street widening project. This will effect a reduction in the sum of money to be paid to the County by the City.

6. Consider and adopt a resolution authorizing the execution of an Interlocal Cooperation Agreement between Salt Lake City Corporation and the Utah Department of Transportation for the relocation of culinary water and sanitary sewer facilities in conjunction with the State’s North Temple Street relocation.

7. Consider and adopt a resolution authorizing the execution of an Interlocal Cooperation Agreement between Salt Lake City Corporation and the Utah Department of Transportation protecting the City’s culinary water and sanitary sewer facilities from construction on I-80 by the State, from the surplus canal to Redwood Road.

8. Consider and adopt a resolution authorizing the execution of an Interlocal Cooperation Agreement between Salt Lake City Corporation and the Utah Department of Transportation for water and sewer line relocation for the State’s construction of 1—215 from North Temple Street to 2200 North.

1. Review the prioritization of Industrial Development Revenue Bond (IRB) applications which have been approved by the City Council and forwarded to the State level.

1. Consider and adopt a resolution of the Municipal Council of Salt Lake City, Salt Lake County, Utah, authorizing the execution and delivery of a Master Lease/Purchase Agreement between Salt Lake City, Salt Lake County, Utah, and Prudential-Bache Securities Inc., with respect to the City’s acquisition of certain equipment for the public benefit, an indenture of trust with respect to certain Certificates of Participation for the financing of such equipment and certain other documents in connection with such financing; authorizing the execution and delivery of documents required in connection therewith; and authorizing the taking of all other actions necessary to the consummation of the transactions contemplated by this resolution.

Consider and adopt Petition No. 400-277 submitted by the Sugar House Community Council requesting the rezoning of the Westminster Neighborhood; and consider and adopt Petition No. 400-344 submitted by Dan Miller requesting Salt Lake City to not rezone the property between 21st South and Hollywood Avenue and between 9th East and 11th East from a Commercial “C-3” to a Residential “R-5” classification as requested in Petition No. 400-277.
