A. BRIEFING
SESSION: (Briefing time lengths are approximations only.)
5:30 - 5:55 p.m., Room 326, City & County Building, 451 South State Street.
1. Report of the Executive Director, including review of Council information items and announcements. (Estimated time: 10 minutes)
2. The Council will interview Katherine (Kathy) Warner Black prior to consideration of her reappointment to the Transportation Advisory Board. (Estimated time: 5 minutes)
3. The Council will interview Jeanette D. Watkins prior to consideration of her reappointment to the Housing Authority. (Estimated time: 5 minutes)
4. The Council will receive a briefing regarding ownership issues relating to the proposed construction of a new library on the MHJ Block. (Estimated time: 5 minutes)
(The
following items as well as items from the above list that Council is unable to
complete in Briefing Session will be addressed in a "Committee of the Whole"
setting following the public hearings.)
5. The Council will hold a discussion regarding dog off-leash areas in City parks. (Estimated time: 20 minutes)
6. The Council will receive a briefing regarding the proposed Housing Code Ordinance revisions. (Estimated time: 10 minutes)
7. The Council will view a slide presentation on mixed-use and affordable housing, and receive the Administration's response to Frank Gray's recommended housing policies. (Estimated time: 1 hour)
8. The Council will hold a discussion regarding
the draft Recognition of Neighborhood-Based Organizations Ordinance. (Estimated
time: 15 minutes)
9. The Council will receive a briefing regarding a proposed ordinance amending the Salt Lake City Code to enact zoning for the Gateway District. The proposed changes include but may not be limited to: 1) creating a new D-4 Downtown District; 2) creating a new GMU Gateway Mixed Use District; 3) extending the boundary and making amendments to the text of the D-3 Downtown District; 4) making text amendments to the Sign Ordinance; 5) making text amendments to the Off-street Parking and Loading Ordinance; and 6) making text amendments to the Landscape and Buffers Ordinance. (Estimated time: 30 minutes)

Ordinance: Set Date - Petition No. 400-98-63 (Gateway Zoning
Code Amendment)
Set date of November 3, 1998 at 6:00 p.m. to accept public
comment and consider adopting an ordinance amending the Salt Lake City Zoning
Code to enact zoning for the Gateway District, pursuant to Petition No.
400-98-63. The proposed changes include but may not be limited to: 1)
creating a new D-4 Downtown District; 2) creating a new GMU Gateway Mixed Use
District; 3) extending the boundary and making amendments to the text of the D-3
Downtown District; 4) making text amendments to the Sign Ordinance; 5) making
text amendments to the Off-street Parking and Loading Ordinance; and 6) making

Consider adopting a resolution preliminarily approving the assessment roll;
appointing a Board of Equalization and review and setting the dates for the
Board of Equalization to hear and consider objections and corrections to any
proposed assessments in Salt Lake City, Utah Special Improvement District
106007; and authorizing the City Recorder to publish and mail a notice of
meetings of the Board of Equalization and Review; and related matters.
