A. WORK SESSION: 5:30 p.m., Room 326, City & County Building, 451 South State Street
(Items from the following list that Council is unable to complete in Work Session from 5:30-6:55 p.m. will be addressed in a Work Session setting following the Consent Agenda.)
1. Report of the Executive Director, including review of Council information items and announcements.
2. The Council will interview Helen Rollins prior to consideration of her appointment to the Library Board.
3. The Council will receive a briefing regarding the telecommunications right-of-way permits ordinance.
4. The Council will receive a briefing regarding the proposed budget for Management Services and IMS for Fiscal Year 2004 - 2005.
5. The Council will receive a briefing regarding the proposed budget for the Public Services, including Fleet, Golf, Refuse and related ordinances for Fiscal Year 2004 - 2005.
6. The Council will consider a motion to enter into Executive Session, in keeping with Utah Code, to discuss labor negotiations, pursuant to Utah Code Ann. § § 52-4-4 and 52-4-5 (1)(a)(ii).
7. The Council will consider a motion to enter into Executive Session to discuss pending / reasonably imminent litigation, pursuant to Utah Code Ann. § § 52-4-4 and 54-4-5(1)(a)(iii), and attorney-client matters that are privileged, pursuant to Utah Code Ann. § 78-24-8.

1. Resolution: Adopt the final budget for the Municipal Building Authority of Salt Lake City, Utah for Fiscal Year 2004-2005
Accept public comment and consider adopting an ordinance adopting the final budget for the Municipal Building Authority of Salt Lake City, Utah for Fiscal Year 2004-2005.

b) Convene as the Municipal Building Authority and accept public comment.
c) Close hearing and refer to a future Council meeting for consideration.
d) Adjourn as the Municipal Building Authority.

(Note: Items 2-27 will be included in one public hearing. The public hearing will address all issues associated with the 2004-2005 Budget including the Library Fund.)

Accept public comment and consider adopting an ordinance adopting the final budget for the Library Fund of Salt Lake City, Utah for Fiscal Year 2004-2005.

3. Ordinance: Adopt the Final Budget, excluding the budget for the Library Fund of Salt Lake City,
Utah for Fiscal Year 2004-2005
Accept public comment and consider adopting an ordinance adopting the final budget, excluding the budget for the Library Fund which is separately adopted, and the employment staffing document of Salt Lake City, Utah for Fiscal Year 2004-2005.

4. Ordinance: Memorandum of Understanding, 100 Series
Accept public comment and consider adopting an ordinance appropriating necessary funds to implement, for Fiscal Year 2004-2005, the provisions of the memorandum of understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME), representing the "100 Series" City Employees, dated on or about July 1, 2002.

5. Ordinance: Memorandum of Understanding, 200 Series
Accept public comment and consider adopting an ordinance appropriating necessary funds to implement, for Fiscal Year 2004-2005, the provisions of the memorandum of understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME), representing the "200 Series" City Employees, dated on or about July 1, 2002.

Accept public comment and consider adopting an ordinance approving a compensation plan for "300 Series and 600 Series" employees.

7. Ordinance: Memorandum of Understanding, 400 Series
Accept public comment and consider adopting an ordinance approving a memorandum of understanding between Salt Lake City Corporation and Local 1645 of the International Association of Firefighters representing the "400 Series" City Employees, which shall become effective on proper ratification and signature, and appropriating funds necessary to implement that agreement for Fiscal Year 2004-2005.

Accept public comment and consider adopting an ordinance approving a memorandum of understanding between Salt Lake City Corporation and The Salt Lake Police Association, Local 75 AFL-CIO representing the "500 Series" City Employees, which shall become effective on proper ratification and signature, and appropriating funds necessary to implement that agreement for Fiscal Year 2004-2005.

Accept public comment and consider adopting an ordinance amending Section 14.32.300, Salt Lake City Code relating to purpose and benefits of provisions regarding installation, modification or replacement of public way improvements; amending Section 14.32.215, Salt Lake City Code pertaining to defective concrete– notice to replace – contents; and amending Section 14.32.320 Salt Lake City Code relating to defective concrete – repair options and costs.(changing the 50/50 Concrete Replacement Program to the Volunteer Concrete Replacement Program (33/67)).
