A.  WORK SESSION:  (briefing time lengths are approximations only.)

1.     Report of the Executive Director, including review of Council information items and announcements.  (Estimated time:  5 minutes)

2.     The Council will interview Luis A. Palomeque prior to consideration of his appointment to the Civilian Review Board.  (Estimated time:  5 minutes)

3.     The Council will receive a briefing regarding the Mayor's Recommended Budget for the Fire Department for fiscal year 1999-2000.  (Estimated time:  15 minutes)

4.     The Council will receive a briefing regarding the Mayor's Recommended Budget for the City Attorney's Office, Governmental Immunity fund and Insurance and Risk fund for fiscal year 1999-2000.  (Estimated time:  5 minutes)


(The following items as well as items from the above list that Council is unable to complete in Work Session from 5:30-5:55 p.m. will be addressed in a Work Session setting following the public hearings.)

5.     The Council will receive a briefing regarding the Mayor's Recommended Budget for Public Services for fiscal year 1999-2000.  (Estimated time:  15 minutes)

D. CONSENT:

1. Board Appointment:  Jeffrey R. Morrow, Recreation Advisory Board
Consider approving the appointment of Jeffrey R. Morrow to the Recreation Advisory Board for a term extending through January 20, 2003.

2. Ordinance:  Set Date  (Budget Amendment #6)
Set date of June 8 1999 at 6:00 p.m. to accept public comment and consider adopting an ordinance to amend the fiscal year 1998-99 budget.

3. Resolution:  Interlocal Cooperation Agreement   (Street Sweeping)
Consider adopting a resolution authorizing the approval of an Interlocal Cooperation Agreement between Salt Lake City Corporation and the Utah Department of Transportation for the purpose of having the City perform street sweeping on certain UDOT highways within the incorporated limits of Salt Lake City.

4. Ordinance:  Set date - Petition No. 400-99-5  (Housing Authority/Rezone Property at 1071 South West Temple)
Set date of June 8, 1999 at 6:00 p.m. to accept public comment and consider adopting an ordinance rezoning property located at 1071 South West Temple from Commercial Corridor (C-C) to Residential Mixed Use (RMU) or Residential Multi-Family (RMF-75), pursuant to Petition No. 400-99-5.

1.  Ordinance:  (Business License Ordinance Update)
Consider adopting an ordinance repealing, enacting or amending various sections of Title 5, Salt Lake City Code, pertaining to business licenses and regulations, and of Title 6, Salt Lake City Code, pertaining to alcoholic beverages.  (Staff report and background information is provided.)

G. PUBLIC HEARINGS:

1. Mayor's Recommended Fiscal Year 1999-2000 Budget
Accept public comment and consider adopting the final budget, excluding the budget for the Library Fund which is separately adopted, and the employment staffing document of Salt Lake City, Utah for the fiscal year beginning July 1, 1999 and ending June 30, 2000, including but not limited to:

                                                          and Library budget; accept comments; close hearing;
                                                          and refer to June 8, 1999 for formal consideration.

a.  Ordinance:  100 Series City Employees
Accept public comment and consider adopting an ordinance appropriating necessary funds to implement, for fiscal year 1999-2000, the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME) representing the "100 Series" City employees.

b.  Ordinance:  200 Series City Employees
Accept public comment and consider adopting an ordinance appropriating necessary funds to implement, for fiscal year 1999-2000, the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME) representing the "200 Series" City employees.

c.  Ordinance:  300 and 600 Series City Employees
Accept public comment and consider adopting an ordinance approving the Compensation Plan for "300 and 600 Series" employees of Salt Lake City.  (Employees covered by this plan shall be full-time, regular part-time and job sharing City employees classified as 600 Series and 300 Series, exempt and non-exempt professional employees.)

d.  Ordinance:  400 Series City Employees
Accept public comment and consider adopting an ordinance appropriating necessary funds to implement, for fiscal year 1999-2000, the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1645 of the International Association of Firefighters representing the "400 Series" City employees.

e.  Ordinance:  500 Series City Employees
Accept public comment and consider adopting an ordinance approving the Compensation Plan for "500 Series" employees of Salt Lake City.  (Employees covered by this plan shall be full time Police Officers in the City's Police Department classified as 500 Series City employees.)

f.   Ordinance:  700 Series City Employees
Accept public comment and consider adopting an ordinance approving the Compensation Plan for "700 Series" employees of Salt Lake City.  (Regular part-time employees who perform essentially the same duties of employees classified by the City as 100 and 200 Series employees and work twenty or more but less than forty hours a week.)

g.  Ordinance:  800 Series City Employees
Accept public comment and consider adopting an ordinance approving the Compensation Plan for "800 Series" employees of Salt Lake City.  (Employees covered by this plan shall be full time sergeants, lieutenants and captains in the City's Police Department classified as 800 Series City employees.)

Accept public comment and consider approving a resolution adopting the budget of the Municipal Building Authority of Salt Lake City for fiscal year beginning July 1, 1999 and ending June 30, 2000.
