A. WORK SESSION: 5:30 p.m., Room 326, City & County Building, 451 South State Street
(Items from the following list that Council is unable to complete in Work Session from 5:30-6:55 p.m. will be addressed in a Work Session setting following the Consent Agenda.)
1. The Council will receive a briefing regarding the Mayor’s Recommended Budget for the Department of Community Development for fiscal year 2005-06.
2. The Council will receive a briefing regarding the Mayor’s Recommended Budget for the Refuse Fund for fiscal year 2005-06.
3. The Council will receive a briefing regarding the Mayor’s Recommended Budget for the Department of Management Services, including Information Management Services (IMS) for fiscal year 2005-06.
4. (Tentative) The Council will consider a motion to enter into Executive Session for the purpose of strategy sessions to discuss the purchase, exchange, or lease of real property when public discussion of the transaction would disclose the appraisal or estimated value of the property under consideration or prevent the public body from completing the transaction on the best possible terms, and to discuss pending or reasonably imminent litigation; pursuant to Utah Code Ann. § § 52-4-4, 52-4-5(1)(a)(iii) and 52-4-5(1)(a)(iv), and attorney-client matters that are privileged, pursuant to Utah Code Ann. § 78-24-8.
5. (Tentative) The Council will consider a motion to enter into Executive Session, in keeping with Utah Code, to discuss labor negotiations, pursuant to Utah Code Ann. § § 52-4-4 and 52-4-5 (1)(a)(ii).
6. The Council will discuss budget follow up issues.
7. Report of the Executive Director, including a review of Council information items and announcements.
B. OPENING CEREMONY:
Council Member Eric Jergensen will preside over the Formal Council Meetings during the month of May.

1. Resolution – Municipal Building Authority Budget for Fiscal Year 2005-2006
Accept public comment and consider adopting a resolution adopting the budget of the Municipal Building Authority of Salt Lake City for Fiscal Year 2005-2006.

2. Ordinance – Adopting the rate of tax levy
Accept public comment and consider adopting an ordinance adopting the rate of tax levy upon all real and personal property within Salt Lake City made taxable by law for fiscal year 2005-2006.

Accept public comment and consider adopting an ordinance adopting the final budget, excluding the budget for the Library Fund which is separately adopted, and the employment staffing document of Salt Lake City, Utah for Fiscal Year 2005-2006.

Consider adopting a resolution of the Board of Trustees of the Municipal Building Authority of Salt Lake City, Salt Lake County, Utah, providing for the redemption of certain outstanding lease revenue bonds; and authorizing the taking of all other actions necessary to the consummation of the transactions contemplated by this resolution.

Consider adopting a resolution authorizing the issuance and confirming the sale of up to $55,000,000 aggregate principal amount of Sales Tax Revenue Refunding Bonds, Series 2005A of the City; authorize the execution and delivery of certain documents relating to such bonds; and provide for related matters.

1. Resolution: Interlocal Cooperation Agreement between Salt Lake City Corporation and Utah Department of Transportation for Emigration Canyon Road Bike Lane Project
Consider adopting a resolution authorizing the approval of an Interlocal Cooperation Agreement between Salt Lake City Corporation and the Utah Department of Transportation (UDOT) regarding the Emigration Canyon Road, Salt Lake City Bike Lanes.
