A.  WORK SESSION: 3:00 p.m. Room 326, City & County Building, 451 So. State St.  (Agenda items scheduled during the Council's formal meeting may be discussed during the Work Session briefing.  Items from the following list that Council is unable to complete in Work Session from approximately 3:00 – 6:30 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     The Council will receive a briefing regarding Triple S Steel/Intsel West Properties, LLC, Industrial Revenue Bond. (Previous item  #2)

2.     The Council will receive a briefing regarding an amendment to the Open Space Lands Program, Chapter 2.90.020 of the Salt Lake City Code, adding community gardens as a sub-set to small neighborhood parks. (Item F3) (New Item)

3.     The Council will receive a briefing regarding a petition to close a portion of Everett Avenue from Dexter Street to Hot Springs Street and 800 West from 1500 North to Everett Avenue, as public streets subject to conditions (Utah Metal Works; Petition No. 400-06-50). (Previous item  #5)

4.     The Council will receive a briefing from the Administration about recent and upcoming changes to the organizational chart of the Planning Division. (Previous item  #3)

5.     The Council will receive a follow-up briefing regarding an Interlocal Cooperation Agreement with Salt Lake County regarding a water diversion structure proposed for Liberty Park (Item F1). (Previous item  #7)

6.     The Council will receive a briefing regarding an Interlocal Cooperation Agreement between Salt Lake County for cost sharing on the City Creek Diversion structure at 550 West North Temple (Item F2). (Previous item  #8)

7.     The Council will receive a briefing from the Administration regarding possible flooding in the City Creek, Red Butte and Emigration drainage corridors. (Previous item  #9)

8.     (TENTATIVE)  The Council will receive briefing regarding zoning text amendments to allow certain utility installations to be handled as routine and uncontested matters in all Residential, Neighborhood Commercial, Mixed Use, Mobile Home Park, and Open Space Districts, and to allow utility installations as permitted uses in certain other zoning districts (Petition No. 400-06-35). (Previous item  #6)

9.     The Council will receive a presentation from Clarion Associates and Bear West regarding the Foothill/Hillside/Slope study. (Previous item  #4)

10.  The Council will receive a briefing regarding a proposed ordinance to vacate a portion of the airspace over Main Street at 50 South Main Street, to the extent necessary to construct a skybridge as part of the new City Creek Center with conditions and including a sunset provision (Petition No. 400-06-38). (Previous item  #1)

11.  The Council will consider a motion to enter into Closed Session for the purpose of strategy to discuss the purchase, exchange, or lease of real property when public discussion of the transaction would disclose the appraisal or estimated value of the property under consideration or prevent the public body from completing the transaction on the best possible terms pursuant to Utah Code Ann.§ 52-4-204, 52-4-205(1)(d), and attorney-client matters that are privileged, pursuant to Utah Code Ann. § 78-24-8.

12.  (Tentative) The Council will consider a motion to enter into Closed Session, in keeping with Utah Code to discuss labor negotiations, pursuant to Utah Code Ann. § § 52-4-204 and 52-4-205 (1)(b)

13.  Report of the Executive Director, including a review of Council information items and announcements.

 

B.   OPENING CEREMONY:
City Council Member Eric Jergensen will conduct the Formal Council Meetings during the month of March.

2.  The Council will approve the minutes of March 4, 2008.

 

C.  PUBLIC HEARINGS:

1.    Ordinance:  Budget Opening

Accept public comment and consider adopting an ordinance amending Salt Lake City Ordinance No. 24 of 2007 which adopted the final budget and staffing document of Salt Lake City, Utah, for the Fiscal Year beginning July 1, 2007 and ending June 30, 2008.

1.   Resolution:  Interlocal Cooperation Agreement regarding Water Diversion Structure at Liberty Park

Consider adopting a resolution authorizing the approval of an Interlocal Cooperation Agreement between Salt Lake City Corporation and Salt Lake County for Grant of a License and installation of a water diversion structure at Liberty Park.

2.    (TENTATIVE) Resolution:  Interlocal Cooperation Agreement regarding cost sharing on the City Creek Diversion Structure at 550 West North Temple

 

Consider adopting a resolution authorizing the approval of an Interlocal Cooperation Agreement between Salt Lake City Corporation and Salt Lake County for joint funding in the design and construction of the City Creek water diversion structure located at 550 West North Temple.

3.    Ordinance:  Amend Open Space Lands Program

Consider adopting an ordinance amending Chapter 2.90.020 of the Salt Lake City Code, relating to Open Space Land.

Set the date of April 15, 2008, at 7:00 p.m. accept public comment and consider adopting an ordinance amending Section 21A.02.050, Salt Lake City Code, pertaining to applicability, Table 21A.24.190, Salt Lake City Code, pertaining to Permitted and Conditional Uses for Residential Districts, Table 21A.26.080, Salt Lake City Code, pertaining to Permitted and Conditional Uses for Commercial Districts, Table 21A.30.050, Salt Lake City Code, pertaining to Permitted and Conditional Uses for Downtown Districts, Table 21A.31.050, Salt Lake City Code, pertaining to Permitted and Conditional Uses for Downtown Districts, Table 21A.31.050, Salt Lake City Code, pertaining to Permitted and Conditional Uses in the Gateway District, Table 21A.32.140, Salt Lake City Code, pertaining to Permitted and Conditional Uses for Special Purpose Districts, Table 21A.36.020(B), Salt Lake City Code, pertaining to obstructions in required yards (Petition No 400-06-35).

2.    Ordinances:  Confirm date – Close and abandon portions of Everett Avenue and 800 West as public streets

Confirm the date of April 1, 2008 at 7:00 p.m. to accept public comment and consider adopting three ordinances: (1) closing and abandoning a portion of Everett Avenue from Dexter Street eastward to a point approximately halfway between 800 West and Hot Springs Street as a public street, and a portion of 800 West from Everett Avenue northward to a point approximately halfway to 1500 North as a public street; (2) closing and abandoning a portion of  Everett Avenue from a point approximately halfway between 800 West and Hot Springs Street eastward to Hot Springs Street as a Public Street;
(3) closing and abandoning a portion of 800 West from the alleyway between Everett Avenue and 1500 North northward to 1500 North as a public street. (Petition No. 400-06-50).

3.    Ordinance:  Confirm date City Creek Center

Confirm the date of April 1, 2007 at 7:00 p.m. to accept public comment and consider adopting an ordinance vacating a portion of the airspace over Main Street at approximately 50 South Main
Street to the extent necessary to construct a sky bridge as part of the new City Creek Center
(Petition No. 400-06-38).
