A.  WORK SESSION: (briefing time lengths are approximations only.)

1.     Report of the Executive Director, including review of Council information items and announcements.  (Estimated time:  5 minutes)

2.     The Council will interview Arla Funk prior to consideration of her reappointment to the Planning Commission.  (Estimated time:  5 minutes)

3.     The Council will interview Oktai Parvaz prior to consideration of his reappointment to the Historic Landmark Commission.  (Estimated time:  5 minutes)

4.     The Council will interview Mary E. House prior to consideration of her reappointment to the Salt Lake City Library Board.  (Estimated time:  5 minutes)

5.     The Council will interview Alexius M. Gallegos prior to consideration of his reappointment to the Salt Lake City Library Board.  (Estimated time:  5 minutes)


B.   OPENING CEREMONY:

1.  Pledge of Allegiance.

2.  Approval of June 8, 1999 and June 10, 1999 minutes.

C.  CONSENT:

1.  Motion:  Set Date - Library Truth in Taxation Hearing
Set date of August 3, 1999 at 6:00 p.m. to accept public comments regarding the Truth in Taxation Hearing as required by law to discuss the increase approved by the Certified Tax Rate for operation of the new Library.

2.  Motion:  Set Date - Flyover Tax Truth in Taxation Hearing
As a result of the Utah Supreme Court's ruling in the City's favor on the "flyover tax," the Council will set a date of August 3, 1999 at 6:00 p.m. to accept public comments for a voluntary "Truth-in Taxation" hearing to consider an estimated increase in property tax revenues.

D. UNFINISHED BUSINESS:

1.  Ordinance:  Final Budget Adoption
Consider adopting the final budget, excluding the budget for the Library Fund which is separately adopted, and the employment staffing document of Salt Lake City, Utah for the fiscal year beginning July 1, 1999 and ending June 30, 2000.

2.  Ordinance:  Tax Levy
Consider adopting an ordinance establishing the rate of tax levy upon all real and personal property within Salt Lake City made taxable by law for the fiscal year commencing July 1, 1999 and ending June 30, 2000.

3.  Ordinance:  Final Library Fund Budget Adoption
Consider adopting the final budget for the Library Fund of Salt Lake City, Utah for the fiscal year beginning July 1, 1999 and ending June 30, 2000.

E.  PUBLIC HEARINGS:

1.  Ordinance:  Petition No. 400-99-02  (Salt Lake City Zoning Code Amendment)
Accept public comment and consider adopting an ordinance amending the Salt Lake City Zoning Code reclassifying halfway homes, residential substance abuse treatment homes, transitional treatment homes, transitional victim homes and large group homes as conditional uses rather than permitted uses in all commercial, downtown and Gateway zoning districts; and allowing small group homes as permitted uses wherever dwellings are permitted, pursuant to Petition No. 400-99-02.
