A.  WORK SESSION: Room 326, City & County Building, 451 South State Street 

(Items from the following list that Council is unable to complete in the Work Session from approximately 3:00 p.m. – 6:25 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     The Council will interview Donna Land Maldonado prior to consideration of her appointment to the Open Space Lands Advisory Board.

2.     The Council will interview Anne Albaugh, Rick Webber, Ronald Bartee, and Ralph C. Petty prior to consideration of their appointment to the Police Civilian Review Board.

3.     The Council will interview Barbara Green and Bill Bennion prior to consideration of their appointment to the Business Advisory Board.

4.     The Council will interview Alama Uluave prior to consideration of his appointment to the Transportation Advisory Board.

5.     The Council will receive a briefing regarding a Cooperative Agreement with the Utah Department of Transportation (UDOT) regarding Federal Funds for Rail Improvements (Roper Yard).  (Item F1)

6.     The Council will receive a briefing on a proposed ordinance enacting a prohibition against the targeted residential picketing of individuals’ residences.  (Item F2)

7.     The Council will receive a follow-up briefing regarding Salt Lake County providing election assistance services to Salt Lake City.  (Item F3)

8.     (Tentative) The Council will hold a follow-up discussion regarding: a) a review of the resolution approving modified process and evaluation guidelines developed by the Public Services Department regarding the City’s Dogs Off-leash Program; b) the working group’s findings/recommendations regarding Parley’s Historic Nature Park; and c) a proposal to amend sections of Salt Lake City Code that would designate Parley's Historic Nature Park as a permitted dog off-leash area. (Item F4)

9.     The Council will receive a briefing regarding an ordinance enacting temporary Land Use Regulations regarding Conditional Use Permits on Residentially Zoned Properties and on Properties Abutting Residentially Zoned Areas throughout the City of Salt Lake. (Item F5)

10.  The Council will receive a briefing regarding an ordinance enacting temporary Land Use Regulations for Above Ground Streambed Corridors. (Item F6)

11.  The Council will hold a discussion regarding Council Office Priorities.

12.  The Council will consider a motion to enter into Closed Session for the purpose of strategy to discuss the purchase, exchange, or lease of real property when public discussion of the transaction would disclose the appraisal or estimated value of the property under consideration or prevent the public body from completing the transaction on the best possible terms pursuant to Utah Code Ann.§ 52-4-204, 52-4-205(1)(d), and attorney-client matters that are privileged, pursuant to Utah Code Ann. § 78-24-8.

13.  Report of the Executive Director, including a review of Council information items and announcements.

 

B.   OPENING CEREMONY:
Council Member Jill Love will conduct the Formal Council Meetings during the month of July.

2.  The Council will approve the minutes of July 10, 2007.

 

C.  PUBLIC HEARINGS:

1.   Resolution:  Bicycle Transit Center at the Intermodal Hub

Accept public comment and consider adopting a resolution accepting a study performed in compliance with Utah Code Section 10-8-2 and approving an appropriation of $17,500 for planning costs of a bicycle transit center at the Intermodal Hub.

2.   Ordinance:  Maximum Taxicab Rates

Accept public comment and consider adopting an ordinance amending Section 5.72.455 of the Salt Lake City Code pertaining to maximum taxicab rates (The proposed ordinance would increase the mileage rate taxicab drivers may charge customers from $1.80 per mile to $2.00 per mile).

3.   Ordinance:  Ground Transportation Driver Operator’s Certificates and Criminal History Background Checks

Accept public comment and consider adopting an ordinance amending certain Sections of Chapter 5.71, of the Salt Lake City Code, relating to permission for drivers to conduct Ground Transportation Business Activities in the City, including requirements for criminal history background checks, and making necessary amendments to coordinate with certain Section of Chapter 5.72 Salt Lake City Code, relating to drivers of taxicabs, and Chapter 5.76, Salt Lake City Code, relating to drivers of vehicles transporting persons with disabilities.

1.   Resolution:  Authorize the execution of a Cooperative Agreement for design and construction reimbursement for reconfiguration of tracks north of Roper Yard

Consider adopting a resolution authorizing the execution of a Cooperative Agreement between Salt Lake City and Utah Department of Transportation for design and construction reimbursement for reconfiguration of tracks north of Roper Yard.

2.   (Tentative) Ordinance:  Targeted Residential Picketing

Consider adopting an ordinance enacting Section 11.12.120, Salt Lake City Code, prohibiting targeted picketing of individuals’ residences.

3.   Resolution:  Authorize the execution of a Interlocal Cooperation Agreement between Salt Lake City Corporation and Salt Lake County providing election assistance service to the City

Consider adopting a resolution authorizing the approval of an Interlocal Cooperation Agreement between Salt Lake City Corporation (City Recorder’s Office) and Salt Lake County (County Clerk Election’s Division) regarding the County providing election assistance services to the City.

Consider adopting an ordinance, resolution or motion relating to a proposal to amend sections of Salt Lake City Code that would designate Parley's Historic Nature Park as a permitted dog off-leash area.

Consider adopting an ordinance enacting a temporary Land Use Regulations regarding Conditional Use Permits on Residentially Zoned Properties and on properties which abut Residentially Zoned Areas throughout the City.

c.  Ronald Bartee for a term extending through September 6, 2010

d.  Ralph C. Petty for a term extending through September 3, 2007.
