Consider approving the appointment of G. Garth Campbell and George Judd Jackson to the Golf Advisory Board.

2.    Metropolitan Water District Board Appointment.

Consider appointing C. Ross Anderson to the Metropolitan Water District Board of Directors to replace Adrian Pembroke for a term of six years expiring 15 May, 1993.

3.    Interlocal Cooperation Agreement, Salt Lake County (El Centro Civico).

Consider authorizing the execution of an Interlocal Cooperation Agreement between Salt Lake City Corporation and Salt Lake County allocating grant funds to Salt Lake City Corporation to provide improvements to El Centro Civico Mexicano.

4.    Residential Zoning Ordinance for Handicapped facilities.

Set a date for a public hearing to be held Tuesday, August 4, 1987, at 6:20 p.m. to obtain public comment concerning a proposed ordinance providing procedures for permitting residential facilities for handicapped persons in all zones permitting residential dwellings.

5.    Petition No. 400-514, Bruce Bell.

Set a date for a public hearing to be held Tuesday, August 11, 1987, at 6:30 p.m. to obtain public comment concerning Petition No. 400-514, submitted by Bruce Bell. The petitioner is requesting that property located at 661 East 2700 South Street be rezoned from Residential “R-2” to a Business “B-3” classification.

6.    Petition No. 400-532, Smith’s Food King.

Set a date for a public hearing to be held Tuesday, August 4, 1987, at 6:50 p.m. to obtain public comment concerning Petition No. 400-532, submitted by Smith’s Food King. The petitioners are requesting that Windsor Street (850 East) be closed from 800 South to Chase Avenue.

7.    Interlocal Cooperation Agreement, Salt Lake County (Homeless Shelter).

Consider authorizing the execution of an Interlocal Cooperation Agreement between Salt Lake City Corporation and Salt Lake County for contribution to the Greater Salt Lake Area Shelter for the Homeless.

8.    Interlocal Cooperation Agreement, Utah Department of Transportation.

Consider authorizing the execution of an Interlocal Cooperation Agreement between Salt Lake City Corporation and the Utah Department of Transportation, allowing UDOT to perform viscosity, ductility, penetration and flash point tests on bituminous material.

9.    Petition No. 400-515, Eugene Farley.

Consider adopting an ordinance amending Chapter 14 dealing , Inter Alia, with Fraternity and Sorority houses in Residential “R-2” districts by amending Section 51-14-1(3) by changing the boundary lines and enacting a new Section 6 relating to severability and enacting a new Section 51-14-7 relating to the definition of residentially supervised fraternities/sororities.

E.          NEW COUNCIL BUSINESS:

 

1.    El Centro Civico Mexicano request for $85,000 in additional CDBG funds.

Consider approving a request for $85,000 in additional Community Development Block Grant funds to enable the El Centro Civico community center to be completed.

2.    Recision of Truth in Taxation Hearing Notice.

Consider adopting a resolution cancelling publication of notice and a hearing scheduled for August 6, 1987, pursuant to Chapter 9 Title 59 of the Utah Code Annotated (1953 as amended) since the tax levy did not exceed the certified tax rate for Fiscal Year 1987-88.

3.    Elections and Disclosure of Campaign Financing.

Consider adopting an ordinance amending Section 25-27-6 and 25-27-11, and repealing Section 25-27-12 of the Revised Ordinances of Salt Lake City; relating to elections; providing for the disclosure of campaign financing.

1.    Notice of Proposal of Special Lighting Assessment District #2.

Consider adopting a resolution creating Salt Lake City, Utah, Lighting District No. 2 and approving services and improvements as set forth in the Notice of Intention creating the district.

2.    Bid Award, Special Improvement District 38-750.

Consider adopting a resolution accepting bids and awarding the sale of $283,000 Special Assessment Bonds, Series 1987 for Salt Lake City, Special Improvement District, No. 38-750 non-contiguous streets, dated August 1, 1987, fixing the interest rates to be borne thereby.

3.    Bond Sale, Special Improvement District 38-750.

Consider adopting a resolution authorizing the issuance and providing for the sale of $283,000 Special Assessment Bonds, Series 1987 of Salt Lake City, Special Improvement District, 38-750, non-contiguous streets, fixing the interest rates to be borne thereby, prescribing the form of bond and interest rates, maturity and denomination of said bonds; providing for the continuance of a guaranty fund as provided by statute; and related matters.

6.    Bid Award, Special Improvement District 38-813.

Consider adopting a resolution conditionally accepting a bid for construction work and, subject to approval of the City Engineer, authorizing execution of a construction contract with the certified low bidder for construction of improvements of Salt Lake City, Special Improvement District 38-813 non-contiguous streets.

7.    Proceedings for Special Improvement Districts 50-1313 and 40-R-10.

Consider adopting a resolution approving the Official Notice of Bond Sale, the Abbreviated Notice of Sale, and the Official Statement for the $143,000 Special Assessment Bonds, Series 1987, of Salt Lake City, Utah, Special Improvement District No. 40-B-10, Sherwood Drive, and for the $351,000 Special Assessment Bonds, Series 1987, Salt Lake City, Utah, Public Utilities Water and Sewer Project. No. 50-1313.

8.    Aeronautics Ordinance Revision.

Consider adopting an ordinance amending various sections of Chapters 2, 3, 12, 14, 15, 16 and 19 of Title 2 of the Revised Ordinances of Salt Lake City, Utah, 1986, as amended, relating to aeronautics.

9.    Evans and Sutherland Computer Corporation, Right to Construct.

Consider adopting an ordinance granting to Evans and Sutherland Computer Corporation, a Utah Corporation authorized to and doing business in the State of Utah, its successors and assigns, the right and privilege to construct, erect, operate, and maintain wires, cables, and underground conduits, in connection with its telecommunication business.

G.          PUBLIC HEARINGS:

 

1.    Petition No. 400-516, Gene Rose Loftus Inc.

Obtain public comment concerning Petition No. 400-516 submitted by Gene Rose Loftus Inc. requesting that property located at the northeast corner of 900 South and 200 East street be rezoned from a Business “B-3” to a Commercial “C-3”. This would allow Loftus to expand their business which is presently at 865 South 200 East Street.

Staff Recommendation:         Adopt motion to continue hearing on Tuesday, August 4, 1987 at 6:40 p.m. and direct City Recorder to re-advertise said hearing to rezone property at 900 South and 200 East Streets from “B-3” to “C-1” and property at 865 South 200 East from “C-3” to “C-1”.

 

 

2.    Petition No. 400-505, Legislative Action, Florence Bittner.

Obtain public comment concerning Petition No. 400-505, submitted as legislative action by Council Member Florence Bittner. The petition requests that property located in the area bounded by North Temple on the south, Redwood Road on the east, by I-215 on the west and by the City limits on the north be rezoned from the present Residential “R-2A” to a Residential “R-1” classification.

3.    Petition No. 400-479, Kathryn Diamant.

Obtain public comment concerning Petition No. 400-479 submitted by Kathryn Diamant. The petitioner is requesting that a portion of an alley located between Edith Avenue and 1300 South and 300 and 400 East Streets be vacated.

4.    Petition No. 400-523, Brasher Auto Auction.

Obtain public comment concerning Petition No. 400-523 submitted by Brasher Auto Auction. The petitioners are requesting that the property located at approximately 5600 West and 700 South Street be rezoned from Agricultural “A-1” to Industrial “M-l”.
