February 1, 1990 (the "Series 1990 Indenture"), between Salt Lake City, Utah
(the "City") and Zions First National Bank, as Trustee (the "Trustee"), relating
to the conversion of the interest rate on a portion of the City's Flexible Rate
Revenue Bonds, Series 1990 (Pooled Hospital Financing Program) (the "Series 1990
Bonds") to the Weekly Mode provided in the Series 1990 Indenture and certain
other matters; approving the execution and delivery of two Standby Bond Purchase
Agreements between IHC Health Service, Inc. and Westdeutsche Landesbank
Gironzentrale, acting through its New York Branch, providing liquidity support
