A.  WORK SESSION: 5:30 p.m., Room 326, City & County Building, 451 South State Street 

(Items from the following list that Council is unable to complete in Work Session from 5:30-6:55 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     The Council will interview Frank Algarin and Susie McHugh prior to consideration of their appointment to the Planning Commission.  (Item F1)

2.   The Council will receive an update regarding the Salt Lake Valley Landfill Master Plan, from the Landfill Consultant.

3.     The Council will receive a follow-up briefing regarding a request to amend the Central Community Zoning Map to change the zoning of the properties located at approximately 857 East 100 South, 70 South 900 East and 58 South 900 East Residential RMF-35 to Residential RMF-45 and amending the Central Community Master Plan Future Land Use Map. (Petition No. 400-05-43 Henderson)  (Item C2)

4.     The Council will receive a follow-up briefing regarding a request to amend the Capitol Hill Zoning Map for properties generally located on the east and west sides of 300 West Street between 500 and 600 North Streets from a variety of zoning designations to Residential/Mixed Use (R-MU) zoning and amending the Capitol Hill Community Master Plan Future Land Use Map.  (Petition No. 400-05-40 HOWA)  (Item C3)

5.     The Council will receive a briefing request to modify and add language to the Zoning Ordinance definitions and regulations of fences, walls and hedges.  (Petition No. 400-04-20 & 400-04-26)

6.     The Council will receive a briefing regarding an ordinance to amend Sections of Salt Lake City Code, to Chapter 8.04, Animal Control Ordinance relating to feral cat colony registration permit requirements. 

7.     The Council will receive a briefing on a proposed ordinance to allow open-air shopping malls and stadiums to vary from the city sign ordinance on the interiors of the malls and stadiums. (Boyer Company)  (Petition No. 400-04-25)

8.     The Council will receive a briefing regarding an ordinance requested by Flying J Inc. (Mike Miller) to close a portion of 800 West Street, close an alley between 800/900 West and 2100 South, and vacate portions of the Klenke’s Addition and Riverside Subdivision located at approximately 850 West 2100 South in a General Commercial “CG” Zoning District.  (Petition Nos. 400-05-46, 400-05-47 and 400-06-15)

9.     Report of the Executive Director, including a review of Council information items and announcements.

 

B.   OPENING CEREMONY:
Councilmember Van Turner will conduct the Formal Council Meetings during the month of August.

2.  The Council will approve the minutes of July 11, 2006. 

 

C.  PUBLIC HEARINGS:

1.   Ordinance – Truth in Taxation Hearing, adopt and ratify the rate of tax levy upon all real and personal property within Salt Lake City made taxable by law for Fiscal Year 2006-2007

Accept public comment and consider one or more ordinances adopting and ratifying the rate of tax levy upon all real and personal property within Salt Lake City made taxable by law for Fiscal Year 2006-07:

 

a.  Special Library Fund levy to be used for repayment of court ordered judgments

b.  General Obligation Bond levy to be used for repayment of court ordered judgments

2.   Ordinance – Rezone property generally located at approximately 857 East 100 South, 70 South 900 East and 58 South 900 East and amend the Central Community Master Plan Future Land Use Map

Accept public comment and consider adopting an ordinance rezoning property generally located at approximately 857 East 100 South, 70 South 900 East and 58 South 900 East from Moderate Density Multi-Family Residential District (RMF-35) to Moderate/High Density Multi-Family Residential Multi- Family District (RMF-45), and amending the Central Community Master Plan Future Land Use Map.  (Petition No. 400-05-43 Henderson)

3.   Ordinance – Rezone properties on the East and West sides of 300 West Street, between 500 North Street and 600 North Street, and amending the Capitol Hill Master Plan Future Land Use Map

Accept public comment and consider adopting an ordinance rezoning properties generally located on the east and west sides of 300 West Street, between 500 North Street and 600 North Street, from their respective zoning designations, including Special Development Pattern Residential District (SR-1), Community Shopping District (CS), Moderate/High Density Multi-Family Residential District (RMF-45), Moderate Density Multi-Family Residential District (RMF-35), and Mixed Use District (MU), to Residential/Mixed Use District (R-MU), and amending the Capitol Hill Master Plan Future Land Use Map.  (Petition No. 400-05-40 Howa)

4.   Resolution – Re-Peg Appropriation public benefit hearing

Accept public comment and consider adopting a resolution accepting the study performed in compliance with the Utah Code Section 10-8-2, and confirming a budget appropriation for a $10,000 contribution to Real Estate Professionals for Economic Growth (Re-Peg) to support economic development in Utah.

5.   Ordinance – Street Banners on Utility Poles

Accept public comment and consider adopting an ordinance enacting Section 21A.46.170, Salt Lake City Code, relating to street banners on utility poles located in the public way. (Petition No. 400-03-08)

6.  Ordinance – Ambulance Services as permitted use in Light Manufacturing (M-1), Heavy Manufacturing (M-2), Research Park (RP), Business Park (BP), Community Business (CB), Corridor Commercial (CC), Community Shopping (CS), and Sugar House Business (CSHBD) Districts

Accept public comment and consider adopting an ordinance amending table 21A.28.040, Salt Lake City Code, pertaining to permitted and conditional uses for the Manufacturing Districts, amending table 21A.32.140, Salt Lake City Code, pertaining to permitted and conditional uses for Special Purpose Districts, and amending table 21A.26.080, Salt Lake City Code, pertaining to permitted and conditional uses for Commercial Districts.  (Petition No. 400-06-07)

Consider approving the appointments of Susie McHugh and Frank Algarin, to the Planning Commission.  Ms. McHugh will serve a term extending through July 7, 2007 and Mr. Algarin will serve a term for a term extending through July 1, 2010.

1.   Resolution – Adopting Interlocal Cooperation Agreement with Holladay City for fire Hydrant Maintenance

Consider adopting a resolution authorizing the approval of an Interlocal Cooperation Agreement between Salt Lake City Corporation and the City of Holladay regarding fire hydrant maintenance.

2.   Ordinance – Salaries for Salt Lake City Justice Court Judges for Fiscal Year 2006-2007

Consider adopting an ordinance approving salaries for Salt Lake City Justice Court Judges for the Fiscal Year 2006-2007.

3.  Resolution – Interlocal Cooperative Agreement 900 East, 900 South to 2100 South

Consider adopting a resolution authorizing the approval of an Interlocal Cooperation Agreement (design engineering reimbursement) between Salt Lake City Corporation and the Utah Department of Transportation regarding 900 East, 900 South to 2100 South, Project Number STP-2180(2)4.

4.   Ordinance – Set date – Ordinances to close and abandon the alley generally located between 850 West and 900 West on 2100 South; 800 West between 2050 South and 2100 South and vacating a portion of the Riverside and Klenke’s addition subdivisions (Flying J, Mike Miller)

Set the date of September 5, 2006 at 7:00 p.m. to accept public comment and consider adopting an ordinance closing and abandoning the alley generally located between 800 West and 900 West on 2100 South (on the North Side of the Klenke’s addition subdivision) (Petition No. 400-05-47) and an ordinance closing and abandoning a portion of 800 West from approximately 2050 South to 2100 South (Petition No. 400-05-46) and an ordinance approving the vacation of a portion of the Riverside and Klenke’s addition subdivisions, as required by Section 10-9a-608, Utah Code Annotated. Set the date of September 5, 2006 at 7:00 p.m. to accept public comment and consider adopting an ordinance amending Section 8.04.010, Salt Lake City Code, relating to feral cat colony registration permit requirements; enacting Section 8.04.136, Salt Lake City Code, relating to maintaining a registered feral cat colony – additional requirements; amending Section 8.04.150; Salt Lake City Code, relating to commercial and pet rescue permits – fee schedule; amending Section 8.04.210, Salt Lake City Code, relating to commercial establishments – emergency suspension of permit; and amending Subsection A of appendix A to Title 8, Salt Lake City Code, relating to permit fees.
