A.          POLICY SESSION: 4:45 p.m. to 5:55 p.m., Room 211 City Hall, City and County Building.

 

1.    Report of the Executive Director.

 

2.    Max Peterson, City Engineer, will brief the Council on Special Improvement District No. 40-R-6.

 

3.    Mayor Ted Wilson will brief the Council on the status of the Little Dell project.

 

4.    Discuss Petition No. 400-191 submitted by Lancom, Inc. as agent for Vantage Corporation, requesting (1) approval for the relocation of the Salt Lake and Jordan Canal, (2) transfer to Vantage Corporation Salt Lake City’s interest in Parcel 34, and (3) vacation of Dresden Place.

 

5.    Mr. Lou Lynes, Director of Animal Control, will brief the Council on the proposed Interlocal Agreement with Salt Lake County for humane education services.

 

B.          OPENING CEREMONIES:

4a.   Mr. Grady Franklin Maples, Regional Administrator for Housing and Urban Development, will present an award to Sundance Solar Homes from Housing and Urban Development under the National Recognition Program for Community Development Partnerships.

 

4b.   Bid Award: Consider and adopt a resolution awarding the construction to Rapp Construction Inc. for construction of improvements in Salt Lake City, Utah, Concrete Replacement Special Improvement District No. 40-R-6, providing for modifications of the specifications, for issuance of interim warrants and for the addition of the interest thereon to assessable costs.

C.          NEW COUNCIL BUSINESS:

 

1.    Consider and adopt a resolution authorizing the execution of an Interlocal Cooperation Agreement between Salt Lake City Corporation and Salt Lake County consolidating the educational and informational program of their respective animal services organizations under the responsibility of the County Animal Services Division, and consider and adopt a motion transferring $24,241.00 from the General Fund Contingency to the Animal Control Division to fund the educational and informational program.

D.          CONSENT AGENDA

 

1.    Set a date for a public hearing on Tuesday, September 4, 1984 at 6:00 p.m. to consider a resolution approving the issuance and sale by the Housing Authority of Salt Lake City of the Authority’s Multifamily Housing Revenue Bonds in an aggregate principal amount not to exceed $7,000,000 to finance the acquisition and construction of a multifamily rental housing project to be owned by a joint venture comprised of Western Devcor, an Arizona corporation, and Ponderosa Construction Inc., a Nevada corporation, or their designee.

2.    Set a date for a public hearing on Tuesday, September 11, 1984 at 6:30 p.m. to discuss the Sugar House Master Plan.

1.    Consider and discuss Petition No. 400-191 submitted by Lancom, Inc. as agent for Vantage Corporation, requesting (1) approval for the relocation of the Salt Lake and Jordan Canal, (2) transfer to Vantage Corporation Salt Lake City’s interest in Parcel 34, and (3) vacation of Dresden Place.

F.          PUBLIC HEARINGS

 

1.    6:10 p.m. - Obtain public comment concerning and consider and adopt resolution providing for the financing by Salt Lake City, Utah, of a project consisting of a warehouse/office facility to be located at 1657 South 700 West, equipment, furnishings and related property and improvements in order that Hazel Investment Company, may be provided with facilities to promote the general welfare and encourage the increase of industry and commerce; authorizing and providing for the issuance by Salt Lake City, Utah of $1,000,000 of its Industrial Development Revenue Bonds, Series 1984 (Hazel Investment Company Project) which will be payable solely from the revenues arising from the pledge of a loan agreement with Hazel Investment Company; authorizing the execution and delivery of a loan agreement between Salt Lake City, Utah and Hazel Investment Company; providing for the acquisition, financing, and construction of said project; authorizing the execution and delivery of an indenture of trust and a contract of purchase; confirming the sale of said bonds to the purchaser thereof; and related matters.

2.    6:15 p.m. - Consider and discuss the appeal of the Planning Commission’s denial of Petition No. 400-142 submitted by McIntyre Investors requesting vacation of Elizabeth Street running north 302 feet from Wilmington Avenue.

3.    6:40 p.m. - Consider and adopt a resolution of intent to issue Industrial Revenue Bonds to finance a project under the Utah Industrial Facilities Development Act and authorizing the execution of a memorandum of agreement by and between Salt Lake City, Utah and Duplex Products, Inc., in the amount of $6 million for the location of a business forms plant in Centennial Park at approximately 1730 South 4490 West.

4.    6:45 p.m. - Consider protests in connection with the improvements or creation of Special Improvement District 38-763, which includes westside streets and interchanges.

5.    7:15 p.m. - Consider and discuss an ordinance amending Chapter 20 and Chapter 29 of the Revised Ordinances of Salt Lake City, Utah, 1965, relating to the location of newsracks on the public streets.

6.    7:45 p.m. - Consider and discuss Petition No. 400-193 submitted by Jack Jensen requesting that the property located at 976 South 200 East, known as the Pioneer Trailer Park, be rezoned from its present “R-6” classification to a “C-3A” classification.

7.    8:15 p.m. - Obtain public comment concerning a resolution requesting the repeal of the 1983 State Fireworks Act by the Utah State Legislature.
