Consider and approve the appropriation of $70,000 of Community Development Block Grant slippage and contingency funds from prior years to fund the Heartland Housing Infrastructure Project, contingent upon approval from the Housing and Urban Development Department of the transfer of the Housing Development Grant to the Heartland site.
