PLEASE NOTE: The Land Use Committee will meet at 4:15 p.m. in Room 211 to discuss the proposed revision of the B-3 ordinance to limit hours of business operation in B-3 zones to 6:00 a.m. to 11:00 p.m. except as otherwise extended by the Board of Adjustment.
A. POLICY SESSION: The Policy Session will start at 4:45 p.m. with a briefing on the propose amendments to Collective Bargaining Resolution.
1. Report of the Executive Director.
2. Discuss the request of the Capitol Hill Neighborhood Council that the City change the name of Wasatch Springs Park to the original name of Warm Springs Park.
3. Louis Miller, Director of Airports, will brief the Council on proposed amendments to Title 2 relating to Aeronautics.
4. The Citizens Congress will brief the Council on the request for Community Development Block Grant Funds for a community organizer.

C. NEW COUNCIL BUSINESS:
1. Consider and adopt an ordinance amending Sections 49-6-51 and 49-6-52 of the Revised Ordinances of Salt Lake City, Utah, 1965, relating to Water Meter Rates and Minimum Charge of Culinary Water.

D. CONSENT AGENDA
1. Consider and adopt a resolution authorizing the execution of an Interlocal Cooperation Agreement between Salt Lake City Corporation and Utah Department of Transportation for repair or replacement of damaged guardrails on Salt Lake City streets.

2. Set a date for a public hearing on Tuesday, May 8, 1984 at 6:30 p.m. to discuss Petition No. 400-159 submitted by Gus Papanikolas requesting that property located at 709 South 700 East be rezoned from a Residential “R-5A” classification to a Business “B-3” classification.

E. UNFINISHED COUNCIL BUSINESS
1. J-J BAKD INDUSTRIAL REVENUE BOND APPLICATION. Consider and adopt an inducement resolution for an Industrial Revenue Bond for J. J. BAKD, a Limited Partnership, in the amount of $3,000,000 on the acquisition of an existing KOA Campground and related facilities at 1400 West North Temple.

2. Consider a resolution declaring the intention of the City Council of Salt Lake City, Salt Lake County, Utah, to create a Special Improvement District to be known as Salt Lake City, Public Utilities, Project 50-1260, Eight-Inch Main Sewer Pipeline, sometimes referred to as “The District”, to make improvements along 700 North within the District and to levy special taxes as provided in Chapter 16, Title 10, Utah Code Annotated (1953), as amended, on the real estate lying within said District for the benefit of which such taxes are to be expended in the making of such improvements.

1. 6:00 p.m. - Discuss Petition No. 400-130 submitted by Salt Lake City Corporation requesting closure of a portion of Learned Avenue between 11th and 12th West and closure of a 15 foot alley between Learned Avenue and North Temple in Salt Lake City, Utah, and adopt the ordinance relating thereto.

2. 6:15 p.m. - Discuss Petition No. 400-137 submitted by Con Kostopulos on behalf of Elva Plumer requesting vacation of a portion of a public alley located within the Arlington Heights Subdivision, said alley being 15 feet wide running south from 700 South Street between 1100 East and McClelland Streets in Salt Lake City, and adopt the ordinance relating thereto.

3. 6:20 p.m. — Discuss Petition No. 400-119 submitted by Keith Larsen on behalf of LaRueil C. Larsen requesting the closure of a portion of a public alley located within the Main Street Subdivision, said alley being 16-feet wide and running north from Herbert Avenue between State and Main Streets in Salt Lake City, Utah, and adopt the ordinance relating thereto.

4. 6:25 p.m. - Discuss Petition No. 400-120 submitted by O. J. Rowland requesting closure of an 11.4 foot wide alley which runs north from Warnock Avenue for approximately 175 feet at approximately 675 East in Salt Lake City, Utah, and adopt the ordinance relating thereto.

5. 6:30 p.m. - Consider and discuss Petition No. 400-144 submitted by Joanne Milner, et al., requesting the vacation of the alley which runs east and west and parallel to Montague and 900 South Streets and between 8th and 9th West Street.
