On April 23, 1985, an amendment was approved with Telecommunications International, Inc. which modifies the scope of work to be performed by the consultant and reduces the fees paid by the City by approximately $10,800.00. C 83-5
On March 12, 1985, Amendment No. 1 was approved in the amount of $75,165.00 with Telecommunications International, Inc. This will allow Telecommunications International to perform a study to assess the future needs for telecommunication services and recommend how to provide for these needs at the Salt Lake City International Airport. On June 21, 1983, an interlocal agreement was approved with Salt Lake County in which they will join with the city in a telephone survey conducted by Telecommunications International, Inc. (TII). The city entered into a contract with TII a few months ago but because the city and the county jointly share the existing Centrex telephone communications system it is in our best interest to share in this survey. On January 11, 1983, the contract with Intermountain Video Systems was approved for the Access Control System for the Frontier Reservation Center, Project No. 19-A-117-21-1 at the Salt Lake International Airport. On January 4, 1983, an agreement was approved with Mountain States Telephone and Telegraph Company for a Variable Term Payment Plan which represents a month to month agreement to install and maintain telephone equipment for the Department of Public Works at a monthly rate of $899. C 83-10

On March 1, 1983, a letter of agreement was approved with TRA to provide additional consulting services in connection with the programming and conceptual design of the Parking Structure, Project 19-4-124-3 at the Salt Lake International Airport. During the conceptual design of the parking structure, the appearance of the structure in conjunction with the terminals has been of concern. Therefore, TRA will prepare a perspective sketch depicting the view of the parking garage and terminals as seen by an automobile driver from a view point on the terminal approach drive. This will aid in the presentation process and will assist in finalizing the conceptual design of the parking structure itself. The fee for these additional services will be $1,750. C 83-13
On February 8, 1983, an agreement was approved between the city, MRT (Montmorency, Hayes & Talbot) and TRA (The Richardson Associates) pertaining to design services for the proposed parking structure, Project No. 19-A-124-3 at the Salt Lake International Airport. This agreement deletes the schematic design portion of the architectural services from the contract between MHT and the city. In consideration of this reduced scope of work, the design fee is reduced by $24,000. MHT is also released from a requirement to utilize TRA as an associate architect. TRA will accomplish the schematic design effort as part of the Design Directive they are preparing under contract with the city. C 83-13
On January 4, 1983, an agreement for additional services was approved with TRA (The Richardson Associates) to provide consulting services for the programming and conceptual design of the “Parking Structure”, Project No. 19-A-124-3 at the Salt Lake International Airport. These services will produce a Design Directive Document for a parking structure near Terminal Unit 1, Terminal Unit 2 and future Terminal Unit 3 including pedestrian elevators, pedestrian access/egress and associated vehicle ramps, bridges to TU-1 and TU-2 with provision to future TU-3 remodeling of surrounding on-grade parking lots within the terminal drive loops and accommodation of the bridge terminus at TU-1 and TU-2. This will be for a sum of $67,950. C 83-13
On September 18, 1984, an Amended Cash Bond Agreement with Alan Parsons was approved which will function in the same manner as a performance bond, insuring that Mr. Parsons will complete necessary repairs to the house he has moved from 621 North Redwood Road to 1643 West 700 North. C 83-14
On January 4, 1983, an escrow bond agreement between the city, Sinclair Oil Corporation and Associated Title was approved requiring Sinclair to post a $100,000 bond guaranteeing landscaping completion as Sinclair is desirous of obtaining a certificate of occupancy at 550 East South Temple known as the Governor’s Plaza Building, in advance of total completion of the landscaping. The existing 8-inch sewer pipeline on 500 East between 2549 and 2579 South is in very poor condition and Sewer Division maintenance crews have indicated that this pipeline should be replaced immediately. On April 5, 1983, an agreement was approved with Prudential-Bache Securities, Burrows Smith and Company Division as the “Financial Consultant” relating to the issuance of the 1983 Airport Revenue Bonds for the Delta/Western Expansion. The fees to provide the above services would be .75 per $1,000 of bonds issued. This fee does not include the cost of out of pocket expenses, i.e. printing and mailing costs, rating agency fees and travel, etc. C 83-30

On January 18, 1983, an agreement was approved with Sowby and Berg, Consultants to train personnel of the Public Utilities Department in the use of the pitometer. The pitometer is a bisic hydraulics tool which can be used for flow measurement, water meter testing and determination of a pipeline’s coefficent of friction. ..n May 3, 1983, the contract with Miller Electric was approved for the Taxi Call-up and Terminal Units No. 1 and 2 Security Monitoring System at the Salt Lake International Airport, Project 19-4-121-2 in the amount of $36,681. KOEPF AND LANGE, CONCOURSE “D”, FUEL FARM
Amendment #4: In the amount of $8,000.00 to the professional engineering services agreement with Koepf and Lange for the design of an aircraft fuel system for Concourse D and modifications to the fuel farm at the Salt Lake international Airport. This is for additional design and inspection work in order to finalize the project. C 83-40
On February 19, 1985, Amendment No. 3 was approved in the amount of $29,000.00 with Koepf and Lange, Inc., Consulting Engineers. The consultant will provide professional services in completing the underground aircraft fueling system on the West Side of Concourse “D”. C 83-40
On February 19, 1985, Amendment No. 2 was approved In the amount of $14,196.00 with Koepf and Lange, Inc., Consulting Engineers. The consultant will provide professional services in relocating aircraft fueling pits in accordance with the revised aircraft parking positions on Concourse “D”. C 83-40
On March 6, 1984, Amendment No. 1 to the agreement with Koepf and Lange, Inc., Consulting Engineer was approved to include the services of a Resident Engineer to act as a project representative during the construction of the Aircraft Fuel System for Concourse D and for modifications to the Fuel Farm at the Salt Lake International Airport. The fee for this service will not exceed $65,060. C 83-40
On December 20, 1983, a letter of agreement was approved for Koepf and Lange, Inc. to provide additional services necessary since their July, 1983 agreement for the design of an aircraft fuel system for Concourse 0 and modifications to the fuel farm at the Salt Lake International Airport. During the course of construction, leaks were discovered in the existing 20 inch fuel line necessitating inspection by K & L to determine the extent of damage to the line and define the most appropriate means of repair. They will also design a Reclaim Station to salvage fuel which would otherwise be wasted. The fee for these services will be $3,550. C 83-40
On July 19, 1983, an agreement was approved with Koepf and Lange, Inc. to provide professional engineering services for the design of an aircraft fuel system for Concourse D and Modifications to the Fuel Farm at the Salt Lake International Airport. The services will consist of an underground aircraft fuel system for Concourse “D” including a fuel loop, laterals and hydrants around Concourse “D” and extension of fuel supply main from existing system to Concourse “D”, providing new supply pumps and filters at the Fuel farm; a new 30,000 Bbl fuel tank with floating suction and modification of the existing storage to a floating suction pick-up. The fee for these services shall be on a time and expense basis in an amount not to exceed $110,000. C 83-40
On January 24, 1983, a letter of request was approved to waive the provision of Chapter 12 of Section 24 of SLC Ordinances entitled “Contracting for Professional Services” relating to the selection process for engineering services authorizing the Airport Authority to negotiate a contract with Koepf and Lange for the design of improvements to the aircraft parking apron and fuel system related to the Concourse “D” expansion. The new aircraft parking positions require an underground fuel system with hydrant pits at each gate. Additional pumping and storage capacity at the fuel farm is also required. Cost of the fuel system improvements is estimated to be $1,540,000. C 83-40

On February 8, 1983, an Engineer Consulting Contract was approved with James M. Montgomery to develop a preliminary feasibility assessment of the hydropower potential of 32 identified potential power production sites located within the city’s water source and service area. C 83-46
On February 2, 1983, Amendment No. 1 to the agreement with International Environmental, Inc. was approved which will allow them to continue to conduct a pilot plant at the city’s Water Reclamation Plant for an additional year. The period will be extended through November 18, 1983, with all of the terms of the original agreement remaining unchanged and in full force and effect. C 83-47
On February 2, 1983, an Engineer Consulting Contract was approved with Olympus Aerial Surveys for City Project No. 2-P-3, to provide all engineering services necessary, including the full range of photogrammetic engineering services in order to provide for orthophoto mass for Main Street, (downtown) and for aerial photographs and contour maps for the area near 5d0 South and Redwood Road. This work will be provided at a cost of $3,987 with $2,900 being used for work on Main Street and $1,087 for the area near 500 South and Redwood Road. On February 8, 1983, a Quit-Claim Deed, Agreement to Release Easement and Water Supply Permit and Agreement were approved for a small city owned cabin lot located in Brighton, Utah to be conveyed to Mr. Todd S. Winegar. Mr. Winegar’s bid of $42,000 for the purchase of this lot was accepted following a previous public auction but because of legal complications regarding the water rights on this lot, actual title transfer of this property has been delayed until now. On February 15, 1983, an agreement was approved with Mr. Paul Harmon, Professor of Management, for enlisting speakers for a training program to provide management skills and information to the command personnel in the Police and Fire Departments. This service will be provided on a daily basis, coinciding with garbage pickup areas. On February 8, 1983, an agreement was approved with Utah Communications and Electronics, Inc. which will enable the city to install a radio repeater on the Beneficial Life Tower. This will provide an improved means of radio communication for personnel in the Engineering Department. The rental fee has been waived by Beneficial Life Insurance Company and their tenant Utah Communications and Electronics, Inc., however, we are responsible for power costs of $15 per month to begin February 1, 1983. On March 1, 1983, the contract with Ralph Tye and Sons, Inc. was approved for the Boiler Burner Replacement, Project 19-A-98-2 at the Salt Lake City International Airport. On February 23, 1983, a Letter of Credit Bond Agreement was approved with Beesley Construction Company for the purpose of ensuring the city of compliance with an existing enforcement action by Building and Housing Services against Beesley. On about September 1, 1982, Beesley, in partnership with C.K. Cummings, commenced a major excavation in anticipation of building an office building on the corner of 1775 South 1100 East without benefit of permit from SIC. The excavation remained in the same condition for six months. Due to the extent of the excavation, the city determined the excavation to be a public nuisance and a threat to the safety of the public. Beesley elected to enter into an agreement with the city submitting a. letter of credit in the amount of $15,000 that, upon default of the terms of the bond, will be executed by the city to have the excavation abated by fill. Federal funds of $2,983,533 have been obligated for construction of a portion of the Concourse “D” Apron paving, Project No. 19-A-152-1; and a portion of the Cargo Apron Expansion - South Support Area, Project No. 19-A-116-7. On July 29, 1983, a three party agreement was approved with the Utah Department of Transportation UDOT and Oregon Shortline Railroad Company and its leasee Union Pacific Railroad Company for the Railroad Crossing Improvements on 1300 South and ZOO West, RRP-RRS 1042(1). These improvements will include track repair and resurfacing, railroad crossing signalization and gates and reconstruction of the portion of the 1300 South conduit under the tracks. The total cost estimate of $236,580 will be funded under the Federal Highway Administration’s Railroad Safety Program with the required ten percent matching funds of $23,658 to cone from the city. These funds will come from funds established for the 1300 South Road Reconstruction Project, No. 38-681. A portion of this cost, which includes the installation of 52 feet of 6x10 storm drainage conduit at a cost of $16,224 will be reimbursed back to the city for reimbursement to our contractor for this project. On May 3, 1983, a Cooperative Agreement was approved with the Utah Department of Transportation for Railroad Crossing Improvements at 200 West and 1300 South. This agreement allows for the improvement of the Union Pacific Railroad track at this location to include reconstruction of and improvement of the track crossing of 1300 South, flashing lights, gates and funding in the amount of $16,224 to come back to the city for reimbursement of that portion of the 1300 South storm drainage conduit being constructed under the tracks. This conduit is currently being reconstructed as part of City Project No. 38-681, 1300 South Improvement. The total cost of this project is estimated to be $242,580 with the city to pay 10% or $24,258.

On September 27, 1983, an Urban Development Action Grant (UDAG) agreement was approved for Select Telephone Technologies (STT). The $4,219,000 under this grant is awarded to SLC by the Department of Housing and Urban Development (HUD). These funds will be loaned to STT and semi-annually repaid to the city at a 3.10% interest rate, increasing with the firm’s before tax profits over a ten-year period beginning not later than June 1, 1985. This project consists of purchasing an existing facility and capital equipment for starting a telephone reconditioning plant within the city that will create an excess of 2,200 new permanent jobs. Under this agreement Federal Railroad Safety Funds will pay for 90% of the estimated total cost of $260,000 with the local share of $26,000 to be paid 50% by the city and 50% by the Denver and Rio Grande Western Railroad Company. On October 11, 1983, a letter of request was approved for Louis Miller to waive the consultant selection procedures for material testing laboratories to test the steel welds made in the construction of Concourse D and the Connector and Terminal Expansion at the Salt Lake International Airport. According to the specifications, all welds must be tested by radiography or ultrasonic methods to determine if they have been properly made and the general materials testing consultant under contract with the airport does not have the capability to perform this type of specialized testing. Due to the early scheduling of steel deliveries by the contractor, they do not have sufficient time to follow the normal consultant selection process. The feasibility study will determine current and future potential demands for hotel accommodations in the market area and recommend the type of facility. A complete financial analysis will be presented depicting the estimated operating results of the hotel. Also a final presentation and documented report will be presented for use in determining whether the airport should proceed with the development of a hotel structure. The total cost for this study is $22,700 and it should be completed by January 15, 1984.
