4.  Bike Share, UDOT Local Funding Assistance

Background

      We received a Transportation Alternatives Program grant from WFRC, administered by UDOT as a Local Government Assistance Grant

      This is a reimbursement grant, whereby SLC provides initial outlay for the investment, and is reimbursed

      The grant will fund Bike Share expansion to total 19 stations (8 additional).

      The total amount of the grant awarded was $250,000. We are required to provide a $16,925 match, which will come from our existing CIP dedicated to bicycle projects, hence the total assistance from TAP is $233,075.

      UDOT is providing an additional $75,000 towards Bike Share, with no match required

      A contract was signed between both parties and is working its way through the CAMP system.

 

Issue

      Due to a delayed Buy America certification on the steel used for the Green Bikes (required by UDOT) the timing of the order has been pushed back significantly.  The timing of our internal paperwork was also pushed back because we could not enter into a contract with UDOT until the Buy America issue was resolved. 

      The vendor has indicated that if we place the order by this Friday, we could meet a June expansion timeframe.  If we miss Friday, we delayed another month which pushes us more into summer.  Obviously we would like to meet this Friday deadline in order to expand our system in a timely way.

      We have sufficient funds in our bike dedicated CIP accounts to cover both the match (not reimbursed) as well as the $233,075, plus the $75,000 to order stations immediately. This would be reimbursed by the grant money, and would pose no risk to our projects for this summer and fall.

      We will need to create a budget in order to receive the Local Government Assistance Funds. I have discussed this with Mike Akerlow and Sherrie Collins, and have agreement that this will be fairly simple, but we need consent from the Council in the form of a thumbs up/down, in order to move on the order in a timely way.  The formal budget amendment is forthcoming, and will include this and other projects for which will we receive financial assistance.   Councilmember Luke requested information on where the eight additional stations would go. Council Members were in support with the additional information.
