SALT LAKE CITY ORDINANCE
No. 45 of 2004
(Amending Recreation Program Fees)
AN ORDINANCE AMENDING SECTION 15.16.090, SALT LAKE CITY CODE, RELATING TO RECREATION PROGRAM FEES.
Be it ordained by the City Council of Salt Lake City, Utah:
SECTION 1. That Section 15.16.090, Salt Lake City Code, pertaining to recreation program fees be, and the same hereby is, amended to read as follows:
15.16.090 Recreation Program Fees:
A. The director of public services, with approval of the mayor, shall establish a fee schedule for recreation program fees; provided, however, that the maximum fees charged shall be as follows:
1. City Special Events: The majority of special events produced or sponsored by Salt Lake City shall be free to the public. These events include, but are not limited to: Winterfest, Highland Bagpipe Experience, Bike Path Celebration, Westside Festivals, 24th of July Firework Celebration, Financial Literacy Education Series, Kids Safety Fair, and the Special Exhibition Series.
The Salt Lake City Classic (including the pasta on the plaza; 5K, 10K and kid's run; and volleyball tournament), the Folk and Bluegrass Festival, and the Blues and Brews Festival shall assess an admission fee not to exceed twenty five dollars ($25.00) per person. This fee represents a partial recovery of the costs to produce larger and more comprehensive festivals and events.
Fees associated with the Salt Lake City Urban Challenge shall be equal to the fees determined and established by the national Urban ChallengeTM corporate office. Until modified by the national Urban ChallengeTM corporate office, the individual fee shall be sixty five dollars to seventy five dollars ($65.00-$75.00).
Fees for additional special events and festivals that may be produced or sponsored by Salt Lake City, or held on city owned or city managed property, shall be established consistent with fees for similar events as set forth in the above fee schedule.
2. Youth and Family Programs, including Sorenson Multicultural Center:
Programs Fees
After school program Monthly after-school fees will be
a. Effective Fall 2004, $50.00 for full fee paying participants, $25.00 for participants with reduced lunch status, and $12.00 for participants with free lunch status;
b. Effective Fall 2005, $75.00 for full fee paying participants, $38.00 for participants with reduced lunch status, and $20.00 for participants with free lunch status; and
c. Effective Fall 2006, $100.00 for full fee paying participants, $50.00 for participants with reduced lunch status, and $25.00 for participants with free lunch status;
Participants without a lunch status will pay the fee applicable according to the federal poverty guidelines used by the Salt Lake School District to determine reduced and free lunch status.
Summer Program Weekly summer program fees will be
a. Effective Summer 2005, $40.00 for full fee paying participants, $20.00 for participants with reduced lunch status, and $10.00 for participants with free lunch status; and
b. Effective Fall 2006, $50.00 for full fee paying participants, $25.00 for participants with reduced lunch status, and $12.00 for participants with free lunch status;
Participants without a lunch status will pay the fee applicable according to the federal poverty guidelines used by the Salt Lake School District to determine reduced and free lunch status.

B. The director of public services, in establishing fees within the limitations provided in this section, shall determine the fee based upon the recoupment of costs incurred by city personnel for their time in making the reservations and in their involvement with the activity. The fees charged do not represent the payment of any consideration for the use of the land which is provided at no cost, fee or consideration.
SECTION 2. This ordinance shall take effect August 15, 2004.
