THE CITY COUNCIL OF SALT LAKE CITY, UTAH, MET IN REGULAR SESSION ON THURSDAY, MARCH 6, 1986, AT 5:15 P.M. IN ROOM 211 CITY AND COUNTY BUILDING.
THE FOLLOWING COUNCIL MEMBERS WERE PRESENT: GRANT MABEY ROSELYN N. KIRK EARL F. HARDWICK WILLIE STOLER THOMAS M. GODFREY.
Councilmembers Bittner and Fonnesbeck, Mayor DePaulls, and Roger Cutler, city attorney, were absent from the meeting.
Kathryn Marshall, city recorder, and Lynda Domino, chief deputy recorder, were present.
Council Chairperson Hardwick presided at the meeting.
DEPARTMENTAL BUSINESS
DEVELOPMENT SERVICES
#1. RE: The proposed application by Salt Lake City for an Urban Development Action Grant In the amount of $9 million to be used to construct a parking facility and central heating and cooling facility in conjunction with the Williams Realty Company’s redevelopment of Block 57.
ACTION: Councilmember Mabey moved and Councilmember Godfrey seconded to schedule public hearings for Tuesday, March 18, 1986, in Room 301 of the City and County Building at 6:25 p.m., and Tuesday, March 25, 1986, In the auditorium of Glendale Intermediate School at 1430 Andrew Avenue at 6:45 p.m., which motion carried, all members present voting aye.

PUBLIC WORKS
#1. RE: A resolution creating Special Lighting District 1 and a resolution appointing the Board of Equalization.
ACTION: No action was taken since the necessary information was not submitted.
DISCUSSION: Carole Stokes, council executive director, said that the protests had not yet been tabulated so the Council could not create the district. She also said that since the district could not be created at this time the schedule would be two weeks off and this could possibly cost the city money.
