THE CITY COUNCIL OF SALT LAKE CITY, UTAH, MET IN REGULAR SESSION ON THURSDAY, JULY 10, 1986, AT 5:00 P.M. IN ROOM 211 CITY AND COUNTY BUILDING.
THE FOLLOWING COUNCIL MEMBERS WERE PRESENT: FLORENCE BITTNER EARL F. HARDWICK GRANT MABEY THOMAS M. GODFREY SYDNEY R. FONNESBECK WILLIE STOLER.
Councilmember Kirk was absent.
Mayor Palmer DePaulis, Roger Cutler, city attorney, and Lynda Domino, chief deputy recorder, were present. Kathryn Marshall, city recorder, was absent.
Councilmember Hardwick presided at and conducted the meeting.
DEPARTMENTAL BUSINESS
FINANCE DEPARTMENT
#1. RE: Salt Lake City employee compensation plan.
ACTION: Councilmember Godfrey moved and Councilmember Mabey seconded to adopt Ordinance 62 of 1986 amending Section 25-1-1 of the Revised Ordinances of Salt Lake City, Utah, 1965, as last amended by Bill 45 of 1985, relating to compensation of city officers and employees, which motion carried, all members present voting aye.
DISCUSSION: Mayor DePaulis pointed out that this compensation plan included all city employees except police and fire.

#1. RE: A resolution authorizing the execution of the Memorandum of Understanding between Salt Lake City Corporation and Salt Lake Police Association.

#3. RE: An employee compensation plan for police and fire personnel.
ACTION: Councilmember Godfrey moved and Councilmember Bittner seconded to adopt Ordinance 61 of 1986 enacting Section 25-1-1.1 of the Revised Ordinances of Salt Lake City, Utah, 1965, relating to compensation for city employees referred to in a Memorandum of Understanding between the city and the International Association of Firefighters dated April 2, 1985, and a Memorandum of Understanding between the city and the Salt Lake Police Association dated June 11, 1985, which motion carried, all members present voting aye.
DISCUSSION: Mayor DePaulis explained that the union contracts for police and fire personnel expired July 1, 1986, and this ordinance would allow these employees to continue to be compensated while contract negotiations continued. He said that this would maintain the status quo until August 31, 1986.

#4. RE: Tracy Aviary education program funds.
ACTION: Councilmember Mabey moved and Councilmember Godfrey seconded to authorize the transfer of $22,121 from the Fiscal Year 1986-87 contingency fund to the parks department, Tracy Aviary, for funding of the education program, which motion carried, all members present voting aye.
