PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH

THURSDAY, APRIL 25, 1985

 

THE CITY COUNCIL OF SALT LAKE CITY, UTAH, MET IN REGULAR SESSION ON THURSDAY, APRIL 25, 1985, AT 5:00 P.M. IN ROOM 211 CITY AND COUNTY BUILDING.

 

THE FOLLOWING COUNCIL MEMBERS WERE PRESENT: RONALD J. WHITEHEAD THOMAS M. GODFREY GRANT MABEY ROSELYN N. KIRK SYDNEY R. FONNESBECK EDWARD W. PARKER EARL F. HARDWICK.

 

Mayor Ted L. Wilson, Albert Haines, chief administrative officer, Kathryn Marshall, city recorder, and Lynda Domino, chief deputy recorder, were present at the meeting.  Roger Cutler, city attorney, was absent from the meeting.

 

Council Chairperson Fonnesbeck presided at the meeting and Councilmember Godfrey conducted the meeting.

 

DEPARTMENTAL BUSINESS

 

DEVELOPMENT SERVICES

 

#1. RE: The appropriation of $70,000 of CDBG funds for the Heartland Housing Infrastructure project. Arlo Nelson, capital planning and programming, said that the $70,000 will pay for off-site capital improvements and the City will be requesting a transfer of the Housing Development Grant (HDG) to the Heartland site. He said that approval of the $70,000 will show a commitment on the City’s part for this project.

 

Peter Cooke, developer, outlined the project on a map (the project is located at 1600 West and 1700 South). He said that the property is zoned for apartments and he showed the Council a drawing of the proposed project. He said that the project is designed for families; children will be able to move between playgrounds without going into the parking lot and there is also a day-care facility. Mr. Cooke said that the units have two or three bedrooms which will rent from $400-488 respectively.

 

Joe Queenen, developer, explained that the City is in the process of requesting a technical amendment from HUD allowing the transfer of a Housing Development Grant from Block 49 to the Heartland Project. He indicated that if favorable action is taken on their request for $70,000 then their chance for the HDG will be enhanced. He reiterated that the project is family oriented and there are units for low-income families which will rent for $253-287, with a portion of the HDG subsidizing the rents. He also said they have a firm financing commitment that the bonds issued by the Housing Authority will be purchased.

 

Mr. Nelson said the developer wanted a commitment that the project will receive CDBG funds next year for on-site improvements and he said they were informed that the Council can not make that commitment but perhaps could approve an intent. He said that approval of the $70,000 will be contingent upon HUD’s approval of the pending I-IDG amendment. Albert Haines, chief administrative officer, indicated that if the developer wants a commitment that their project will be considered for funding next year, this has to be negotiated with the Mayor. Councilmember Godfrey suggested that the Mayor provide the developer with a letter regarding this issue.

 

Councilmember Parker moved and Councilmember Fonnesbeck seconded to suspend the rules and on first reading approve the appropriation of $70,000 of Community Development Block Grant slippage and contingency funds from prior years as outlined in a letter from Mr. Arlo Nelson dated April 25, 1985, to fund the Heartland Housing Infrastructure project, contingent upon approval from the Housing and Urban Development Department of the transfer of the Housing Development Grant to the Heartland site, which motion carried, all members voting aye.
