A.  WORK SESSION: 3:00 p.m. Room 326, City & County Building, 451 So. State St. (Agenda items scheduled during the Council's formal meeting may be discussed during the Work Session briefing. Items from the following list that Council is unable to complete in Work Session from approximately 3:00 p.m. – 6:30 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     The Council will conduct a Health and Wellness Fact Finding:

a.     The Council will receive a briefing from Missy Bird, Executive Director, Planned Parenthood Action Council and Lynn Beltran, Salt Lake Valley Health Department (SLVHD) HIV/STD Program Manager.

b.     The Council will receive a briefing from Gary Edwards, SLVHD Executive Director and Dr. Dagmar Vitek SLVHD, regarding the upcoming Flu Season.

c.     The Council will receive a briefing from Brett McIff, State of Utah Physical Activity Coordinator and Darrin Sluga, SLVHD Community Development Manager, regarding the Healthy Communities Award.

d.     The Council will receive a briefing from Dr. Brian Moench, President, Utah Physicians for a Healthy Environment, regarding air quality in Salt Lake City.

e.     The Council will receive a briefing from County Council Member Jim Bradley and Ben McAdams, Salt Lake City Senior Advisor to the Mayor and Jen Colby, University of Utah Sustainability Coordinator, regarding Urban Farming.

2.   The Council will receive a briefing from the Historic Landmark Commission.

3.  The Council will receive an update from the Administration regarding the North Temple Boulevard, Airport Light Rail and the North Temple Viaduct. (Items G3 & G4)

4.     The Council will receive an update from the Administration on approaches for delivery of ambulance services.

5.     The Council will receive a briefing regarding a resolution authorizing the approval of an amended and restated Interlocal Cooperation Agreement between Salt Lake County, Utah and Salt Lake City Corporation relating to solid waste management.

6.     (TENTATIVE) The Council will consider a motion to enter into Closed Session to discuss pending or reasonably imminent litigation, pursuant to Utah Code Ann. § 52-4-205 (1)(c) and attorney-client matters that are privileged, pursuant to Utah Code Ann. § 78-24-8.

7.     Report of the Executive Director, including a review of Council information items and announcements.

 

B.   OPENING CEREMONY:
Council Member Jill Love will conduct the Formal Council Meetings during the month of September.

2.  The Council will approve the minutes of September 22, 2009.

 

C.  PUBLIC HEARINGS:

1.  Ordinance: Budget Amendment No. 1, including the Municipal Building Authority for Fiscal Year 2009-2010

    Accept public comment and consider adopting an ordinance or ordinances amending Salt Lake City Ordinance No. 17 of 2009 which adopted the Final Budget of Salt Lake City, Utah including the Municipal Building Authority and employment staffing document, for Fiscal Year beginning July 1, 2009 and ending June 30, 2010.

D.  PUBLIC HEARING ACTION ITEMS:

1.   Request to Amend the Central Community Master Plan Future Land Use Map for properties located at 248 South and 254 South 800 East from Medium Density Residential to Medium/High Density Residential Land Uses

      Consider action to amend the Central Community Master Plan Future Land Use Map to change the land use designation for property located at approximately 248 South and 254 South 800 East from Medium Density Residential use (15-30 dwelling units per acre) to Medium/High Density Residential use (30-50 dwelling units per acre) pursuant to Petition No. PLNPCM2008-00149 (Reece Enterprises).

2.  Ordinance: Zoning Map Amendment, 230 West North Temple Street from PL (Public Lands) to R-MU (Residential Mixed Use)

    Consider adopting an ordinance amending the zoning map to change the zoning designation of property located at 230 West North Temple Street from PL (Public Lands) to R-MU (Residential Mixed Use), pursuant to Petition No. PLNPCM2008-00918 (Paul Willie).

3.   Ordinance: Zoning Map Amendment, 615 South 300 East from RMF-35 (Moderate Density Multi-Family Residential) to PL (Public Lands)

    Consider adopting an ordinance amending the zoning map to change the zoning designation of property located at approximately 615 South 300 East from RMF-35 (Moderate Density Multi-Family Residential) to PL (Public Lands), pursuant to Petition No. PLNPCM2008-00347 (Salt Lake County Recreational Center).

4.   Impact Fee Appeal: WAXIE’s Enterprises, Inc.

    Consider action regarding an appeals request made by WAXIE’s Enterprises, Inc. seeking a refund of a portion of impact fees paid to Salt Lake City Corporation.

1.   Ordinance: Amend Section 5.50.010, Salt Lake City Code, Defining the Term “Private Club”

    Consider adopting an ordinance amending Section 5.50.010, Salt Lake City Code, defining the term “private club” to include clubs that are licensed by the State pursuant to Section 32A-5-101 of the Utah Code and electronically verify proof of age pursuant to Section 32A-1-304.5 of the Utah Code (Bringing Salt Lake City law into conformance with state provision and state law).

2.   Ordinance: Amend Section 6.08.120, Salt Lake City Code, Setting Forth Location Restrictions of Certain Alcohol Establishments

Consider adopting an ordinance amending Section 6.08.120, Salt Lake City Code, setting forth location restrictions of certain alcohol establishments, to change spacing restrictions from 660 feet to 600 feet (Bringing Salt Lake City law into conformance with other spacing restrictions within the same provision and state law).

3.   Resolution: North Temple Viaduct

      Consider adopting a resolution expressing support for advancing with the North Temple Viaduct process.

4.   Resolution: North Temple Boulevard

      Consider adopting a resolution giving direction to the Administration on the following elements: burying electrical power lines, building the Jordan River Bridge deck and enhancements, pedestrian improvements for the Redwood Road intersection, and associated issues.

1.  Advice and Consent: Salt Lake City Fire Department, Fire Chief Ronald Kurt Cook

    Consider the appointment of Ronald Kurt Cook to the position of Salt Lake City Fire Chief.

2.  Ordinance: Amend Certain Sections of 21A Salt Lake City Code, Clarity and Consistency with Existing City Land Use Regulations regarding Notice and Appeals

        Set the date of October 13, 2009 at 7:00 p.m. to accept public comment and consider adopting an ordinance amending certain Sections of Title 21A of the Salt Lake City Code to provide additional clarity and consistency with existing City land use regulations regarding notice and appeals, Petition No. PLNPCM2009-00106.

        Set the date of October 13, 2009 at 7:00 p.m. to accept public comment and consider adopting an ordinance amending certain sections of Titles 20 (Subdivisions) and 21A (Zoning) of the Salt Lake City Code to provide additional clarity and consistency with existing City land use regulations.
