D.          CONSENT:

 

1.    Petition No. 400-591, Butler Annexation.

Consider adopting an ordinance recognizing the adoption of Amendment 5-E to the Master Annexation Policy Declarations; extending the limits of Salt Lake City to include the Butler Annexation, zoning the same Commercial C-3A by amending the use district map as adopted by Section 21.14.020 of the Salt Lake City Code; and amending the Salt Lake City Council District Boundary Map.

2.    Petition No. 400-595, Russell Annexation.

Consider adopting an ordinance recognizing the adoption of Amendment 5-F to the Master Annexation Policy Declarations; extending the limits of Salt Lake City to include the Russell and Olwine Annexation, zoning the same Commercial “C-3A”, by amending the use District Map as adopted by Section 21. 14. 020 of the Salt Lake City Code and amending the Salt Lake City Council District Boundary Map.

3.    Waiver of Bui1ding Fees for Low-Income Assistance.

Set a date for a public hearing to be held Tuesday, October 4, 1988, at 6:40 p.m., to obtain public comment concerning a proposed ordinance creating Section 18.20.220 of the Salt Lake City Code providing for waiver of building fees for low-income assistance pursuant to Petition No. 400-636.

4.    Inter1oca1 Cooperation Agreement - U.S. Defense Nuclear Agency.

Consider adopting a resolution authorizing the execution of an Interlocal Cooperation Agreement between Salt Lake City Corporation and the U. S. Defense Nuclear Agency for security services provided by the Salt Lake City Police Department to the U.S. Defense Nuclear Agency for the Russian Inspection Team.

1.    Reappointment – Civil Service Commission.

Consider approving the reappointment of N. Patricia Freston to the Civil Service Commission.

Consider approving the reappointment of Rex Loker to the Board of Appeals and Examiners.

4.    Right to Construct – Cummins Intermountain, Inc.

Consider adopting an ordinance granting to Cummins Intermountain, Inc., the right and privilege to construct, erect, operate, and maintain over and under Brooklyn Avenue (1025 South) at approximately 320 West a communications duct in connection with its telecommunication business.

                        Staff Recommendation:         Suspend the rules, adopt

5.    Municipal Building Authority – Golf Courses Bonds, Parameters Resolution.

Consider adopting a resolution authorizing the issuance of not to exceed $10,000,000 Lease Revenue Bonds (Municipal Golf Courses Project), Series 1988, fixing the maximum aggregate principal amount of the Bonds, the maximum number of years over which the Bonds may mature, the maximum interest rate which the Bonds may bear and the maximum discount from par at which the Bonds may be sold; providing for the publication of a Notice of Bonds to be Issued; selecting an underwriter and appointing bond counsel; and providing for related matters.

Staff Recommendation:         Adopt motion adjourning as the City Council and convening as the Municipal Building Authority.  Suspend the Rules and Adopt Resolution on First Reading. Adopt motion adjourning as the Municipal Building Authority and reconvening as the City Council.

 

6.    Golf Courses Bonds.

Consider adopting a Resolution directing the Municipal Building Authority to undertake a certain project relating to two municipal golf courses; approving the plans, specifications and estimated costs of such project to be financed with the proceeds of sale of certain Lease Revenue Bonds (Municipal Golf Courses Project), Series 1988, approving the selection of an underwriter and the appointment of bond counsel; and providing for related matters.

                                                        on first reading.

 

F.          UNFINISHED BUSINESS:

 

1.    Community Development Block Grant Funds - Housing Development Corporation.

Consider adopting a motion allocating $300,000 to the Housing Development Corporation for the development of housing for low-income and/or elderly individuals, $282,315 from Neighborhood Housing Services Community Development Block Grant 9th Year allocation for their owner-built program, and $17,685 from Neighborhood Housing Service Community Development Block Grant 9th Year allocation for operating costs.

G.          PUBLIC HEARINGS:

 

1.    Fiscal Year 1988/89 Budget Amendments - 6:20 p.m.

Obtain public comment concerning proposed amendments to City operating budgets for the Fiscal Year beginning July 1, 1988 and ending June 30, 1989; and consider adopting the ordinance relating thereto.
