A.  WORK SESSION: 3:00 p.m. or immediately following the 2:00 p.m. Council policy discussion, in Room 326, City & County Building, 451 So. State St. (Agenda items scheduled during the Council's formal meeting may be discussed during the Work Session. Items from the following list that Council is unable to complete in Work Session from approximately 3:00 p.m. – 6:30 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     Report of the Executive Director, including a review of Council information items and announcements.

3. 2. The Council will receive a follow-up briefing and continue a discussion regarding the Parley's Historic Nature Park Comprehensive Use & Management Plan proposal.

2. 3. The Council will receive a follow-up briefing regarding amendments to ordinances relating to ground transportation and taxi cab services in Salt Lake City.

4. The Council will receive a briefing regarding an amending Section 12.56.170, Salt Lake City Code, relating to parking meter rates, to waive fees at parking meters during the holiday season (The period of November 25, 2010 through December 26, 2010) (Item F1)

5. 4. (TIME CERTAIN 5:00 P.M.) The Council will interview Jennifer Bruno prior to consideration of her appointment to the Salt Lake City Housing Authority Advisory Board. (Item H1)

6. 5. The Council will receive a briefing regarding an ordinance enacting new Chapter 14.54 of the Salt Lake City Code relating to the policy for the dedication of private streets to public ownership.

7. 6. (TENTATIVE) The Council will consider a motion to enter into Closed Session, in keeping with Utah Code § 52-4-204, for any of the following purposes:

        a) A strategy session to discuss collective bargaining, pursuant to Utah Code § 52-4-205 (1)(b);

        b) A strategy session to discuss the purchase, exchange, or lease of real property (including any form of water right or water shares) when public discussion of the transaction would disclose the appraisal or estimated value of the property under consideration or prevent the City from completing the transaction on the best possible terms, pursuant to Utah Code § 52-4-205(1)(d);

        c) A strategy session to discuss pending or reasonably imminent litigation, pursuant to Utah Code § 52-4-205(1)(c);

        d) A strategy session to discuss the sale of real property (including any form of water right or water shares) if (1) public discussion of the transaction would disclose the appraisal or estimated value of the property under consideration or prevent the City from completing the transaction on the best possible terms, (2) the City previously gave notice that the property would be offered for sale, and (3) the terms of the sale are publicly disclosed before the City approves the sale; and

                        e) For attorney-client matters that are privileged, pursuant to Utah Code § 78B-1-137.

 

 

B.   OPENING CEREMONY:
Council Member Van Turner will conduct the Formal Council Meetings during the month of October.

2.   The Council will approve the minutes of September 21, 2010.

 

 

C.   PUBLIC HEARINGS:

1.   Ordinance: Street Closure at South Temple located between 500 and 600 West
Accept public comment and consider adopting an ordinance closing an unimproved portion of South Temple Street as a public street between 500 West Street and 600 West Street, pursuant to Petition No. PLNPCM2010-00320.

F.   NEW BUSINESS:

1.   Ordinance: Amend Section 12.56.170, Salt Lake City Code, Relating to Holiday Parking Meter Rates

Consider adopting an ordinance amending Section 12.56.170, Salt Lake City Code, relating to parking meter rates, to waive fees at parking meters during the holiday season (The period of November 25, 2010 through December 26, 2010).

G.   UNFINISHED BUSINESS:

1.   Resolution: Riverview Open Space Lands Project

      Consider adopting a resolution expressing support for a request for LeRay McAllister open space grant funds to assist in the acquisition of property for the Jordan River Riverview Project (property located at approximately 1465, 1515 and 1545 West Riverview Avenue (1700 North) for the Riverview Open Space Lands Project).

H.  CONSENT:

1.   Board Appointment: Jennifer Bruno, Salt Lake City Housing Authority Advisory Board

      Consider approving the appointment of Jennifer Bruno to the Salt Lake City Housing Authority Advisory Board for a term extending through October 1, 2015.

2.   Ordinance: Set date: Budget Amendment No. 2 for Fiscal Year 2010-2011
Set the date of October 19, 2010 at 7:00 p.m. to accept public comment and consider adopting an ordinance amending Salt Lake City Ordinance No. 34 of 2010 which adopted the final budget of Salt Lake City, Utah, for the Fiscal Year beginning July 1, 2010 and ending June 30, 2011.

3.   Ordinance: Set date: Commercial Solicitation (Pan Handling)

      Set the date of October 19, 2010 at 7:00 p.m. to accept public comment and consider adopting an ordinance enacting Chapter 11.70 of the Salt Lake City Code, relating to commercial solicitation.

4.   Ordinance: Set date: Amending Ordinance No. 1 of 2009 pertaining to the approval process of temporary construction related activities

      Set the date of October 19, 2010 at 7:00 p.m. to accept public comment and consider adopting an ordinance amending the sunset provision set forth in Ordinance No. 74 of 2006 as amended by Ordinance No. 1 of 2009 pertaining to the approval process of temporary construction related activities (relating to the powers granted to the Community Economic Development Director listed in Ordinance No. 74 of 2006).

5.   Ordinance: Set date: Snow Removal
Set the date of October 19, 2010 at 7:00 p.m. to accept public comment and consider adopting an ordinance relating to removal of snow and ice from sidewalks and penalties for failure to remove snow and ice.
