SECOND ADDENDUM

A.  WORK SESSION: 3:00 p.m., Room 326, City & County Building, 451 So. State St. (Agenda items scheduled during the Council's formal meeting may be discussed during the Work Session briefing. Items from the following list that Council is unable to complete in Work Session from approximately 3:00 p.m. – 6:30 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.  The Council will receive a briefing regarding a proposed agreement with Salt Lake County to operate the Sorenson Multi-Cultural Center.

2.  The Council will receive a briefing from the Administration regarding a proposed resolution supporting an application for the 911 Emergency Ambulance Services license for Salt Lake City.

3.  The Council will receive a briefing regarding two ordinances enacting a new Chapter 10.04 Salt Lake City Code, relating to unlawful discrimination in employment practices based on sexual orientation or gender identity and enacting a new Chapter 10.05 Salt Lake City Code, relating to unlawful discrimination in housing practices based on sexual orientation or gender identity.

4.     The Council will receive a briefing from the Administration regarding policy and a joint resolution on the open government initiative.

5.     The City Council will discuss procedures for holding electronic meetings in the event of an emergency and will conduct a test of the web conferencing option.

6.     The Council will receive a briefing regarding a request from Juston Puchar, Crestview Holdings, to amend the land use designation of the Northwest Community Master Plan Future Land Use Map for property located at approximately 356-358 North Redwood Road from Parks/Open Space to Medium Density Residential (Petition No. 400-08-10).

7.   The Council will consider a motion to enter into Closed Session to discuss pending or reasonably imminent litigation; pursuant to Utah Code Ann. § 52-4-205 (1)(c), and attorney-client matters that are privileged, pursuant to Utah Code Ann. § 78-24-8.

8.  Report of the Executive Director, including a review of Council information items and announcements.

 

B.   OPENING CEREMONY:
Council Member JT Martin will conduct the Formal Council Meetings during the month of October.

1.  Pledge of Allegiance.

2.  The Council will approve the minutes of October 13, 2009.

3.  The City Council will recognize Ms. Kris Vehrs, the Executive Director of the Association of Zoos and Aquariums, and will also consider adopting a joint ceremonial resolution with the Mayor honoring the Hogle Zoo and Tracy Aviary for receiving national accreditation by the Association of Zoos and Aquariums (AZA).

 

C.  PUBLIC HEARINGS:

1.  Request to Amend the Table of Permitted and Conditional Uses for the Community Business (CB) Zoning District to Allow a Hotel/Motel as a Conditional Use when Located on a State-Owned Arterial Street

    Accept public comment and consider action to amend the table of permitted and conditional uses for the Community Business (CB) Zoning District to allow a hotel/motel as a conditional use when located on a state-owned arterial street, Petition No. PLNPCM2009-00135 (Scenic Motel).

D.  PUBLIC HEARING ACTION ITEMS:

1.  Ordinance: Amend Title 21A Zoning of Salt Lake City Code, regarding Notice and Appeals

Consider adopting an ordinance amending certain Sections of Title 21A Zoning of the Salt Lake City Code to provide additional clarity and consistency with existing City land use regulations regarding notice and appeals, Petition No. PLNPCM2009-00106.

2.  Ordinance: Amend Title 21A Zoning of Salt Lake City Code, regarding Zoning Ordinance Text and Zoning Map Amendments

Consider adopting an ordinance amending Section 21A.50.050 (Zoning- Standards for General Amendments) of the Salt Lake City Code to provide additional clarity and consistency (regarding zoning ordinance text and zoning map amendments), Petition No. PLNPCM2009-00105.

3.  Ordinance: Amend Titles 20- Subdivisions and 21A- Zoning of the Salt Lake City Code, to provide additional clarity and consistency with existing City land use regulations

Consider adopting an ordinance amending certain sections of Titles 20- Subdivisions and 21A- Zoning of the Salt Lake City Code to provide additional clarity and consistency with existing City land use regulations (zoning code maintenance/fine-tuning), Petition No. PLNPCM2008-00538.

4.  Ordinance: Amend Title 21A of the Salt Lake City Code, to provide additional clarity and consistency with existing City land use regulations

Consider adopting an ordinance amending certain sections of Title 21A- Zoning of the Salt Lake City Code to provide additional clarity and consistency with existing City land use regulations (zoning code maintenance/fine-tuning), Petition No. PLNPCM2008-00640.

    Set the date of Thursday, November 5, 2009 at 7:00 p.m. to accept public comment and consider adopting an ordinance amending the land use designation of the Northwest Community Master Plan Future Land Use Map for property located at approximately 356-358 North Redwood Road from Parks/Open Space to Medium Density Residential; Juston Puchar, Crestview Holdings (Petition No. 400-08-10).

2.  Set Date: Ordinance Beekeeping

    Set the date of Thursday, November 5, 2009 at 7:00 p.m. to accept public comment and consider adopting an ordinance amending Section 8.04.010, Salt Lake City Code, to add definitions related to beekeeping and enacting Chapter 8.10, Salt Lake City Code, pertaining to animal control regulations to authorize beekeeping within the City subject to certain regulations.

3.  Set Date: Ordinance Chicken keeping

Set the date of Thursday, November 5, 2009 at 7:00 p.m. to accept public comment and consider adopting an ordinance amending Sections 8.08.010, 8.08.060 and 8.08.080 and enacting Section 8.08.065, Salt Lake City Code, pertaining to animal control regulations to authorize the keeping of chickens in residential districts subject to certain requirements.
