A.  WORK SESSION: Room 326, City & County Building, 451 South State Street 

(Items from the following list that Council is unable to complete in the Work Session from approximately 4:00 p.m. – 6:25 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     The Council will interview Megan Rogers and Barbara J. Riley, prior to consideration of their appointment to the Community Development & Capital Improvement Program Advisory Board. (Item F-4)

2.     The Council will interview Deputy Director Jeffry Niermeyer prior to advice and consent of his appointment as Director of the Department of Public Utilities.  (Item F-1)

3.     The Council will receive a follow-up briefing regarding ordinances requesting the rezone of property located at approximately 750 North DeSoto Street from Foothills Protection (FP) to Foothills Residential (FR-2/21,780) and Natural Open Space (NOS), amending the Capitol Hill Community Plan Future Land Use Map and closing a portion of 700 North Street located generally between Columbus and Cortez Streets.  (Petition No. 400-06-46 and 400-07-08)  (Item C-2)

4.     The Council will receive a briefing regarding two ordinances requesting the rezone of property
located at approximately 350, 360, 362, 364, 366, and 376 South 900 West RMF-35 Moderate Density Multi-Family Residential District to RMU-45 Residential/Mixed Use District and amend a
Master Plan map to
the Future Land Use Map of the West Salt Lake Community Master Plan.  (Petition No. 400-07-06 and 400-07-07) 

5.     The Council will receive a briefing regarding an ordinance amending the text of the zoning ordinance to modify the height regulations in the Light Manufacturing (M-1) Zoning District to allow emissions-free distillation column structures to exceed the 65 foot height limit.  (Petition No. 400-06-36)

6.     The Council will receive a briefing regarding an ordinance closing a portion of 700 South at the railroad tracks immediately west of 600 West.  (Petition No. 400-07-02) (Item G-1)

7.     The Council will receive a briefing regarding an ordinance requested by the Transportation Department Division, to close a portion of the southern half of South Temple from approximately 750 West to 900 West.  (Petition No. 400-07-10) (Item G-2)

8.     The Council will receive a briefing regarding an ordinance to waive parking meter fees for up to two-hours from Thanksgiving Day, November 22, 2007 through Tuesday, January 1, 2008.

9.     The Council will consider a motion to enter into Closed Session for the purpose of strategy to discuss the purchase, exchange, or lease of real property when public discussion of the transaction would disclose the appraisal or estimated value of the property under consideration or prevent the public body from completing the transaction on the best possible terms pursuant to Utah Code Ann.§ 52-4-204, 52-4-205(1)(d), and attorney-client matters that are privileged, pursuant to Utah Code Ann. § 78-24-8.

10.   Report of the Executive Director, including a review of Council information items and announcements.

 

B.   OPENING CEREMONY:
Council Member Carlton Christensen will conduct the Formal Council Meetings during the month of October.

2.  The Council will approve the minutes of October 9, 2007.

 

C.   PUBLIC HEARINGS:

1.   Ordinance:  Budget Amendment No. 1 for Fiscal Year 2007-2008

Accept public comment and consider adopting an ordinance approving Budget Amendment No. 1 for Fiscal Year 2007-2008.

Consider the appointment of Jeffry Niermeyer, to the position of Director of the Department of Public Utilities.

2.  Ordinance:  Amend Section 12.56.170, Salt Lake City Code, relating to parking meter rates

Consider adopting an ordinance amending Section 12.56.170, Salt Lake City Code, relating to parking meter rates - to waive fees at parking meters from November 22, 2007 through January 1, 2008 to allow for two-hour free parking.

3.   Resolutions: Adopt U.S. Department of Energy; Rocky Mountain Power; State of Utah U.S. Federal Emergency Management Agency; State of Utah Commission on Criminal and Juvenile Justice; State of Utah Office of Crime Victim Reparations; (relating to Budget Amendment No. 1) 

Consider adopting the following resolutions authorizing Salt Lake City to accept grants as follows: 

a.  the U.S. Department of Energy for Solar America Initiative Grant.

Consider approving the appointments of Megan Rogers and Barbara J. Riley to the Community Development and Capital Improvement Program; Ms. Roger’s term will extend through June 7, 2010 and Ms. Riley’s term will extend through June 1, 2009.
