A.  WORK SESSION: 4:30 p.m. or immediately following the 3:00 p.m. Redevelopment Agency Meeting, Room 326, City & County Building, 451 So. State St. (Agenda items scheduled during the Council's formal meeting may be discussed during the Work Session briefing. Items from the following list that Council is unable to complete in Work Session from approximately 4:30 p.m. – 6:30 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     The Council will receive a briefing regarding an ordinance amending Sections 8.08.010, 8.08.060 and 8.08.065, Salt Lake City Code pertaining to animal control regulations to authorize the keeping of chickens in residential districts subject to certain requirements.

2.   The Council will receive a briefing regarding an ordinance amending Section 8.04.010 and enacting Chapter 8.10, Salt Lake City Code pertaining  to animal control regulations to authorize beekeeping within the City subject to certain regulations.

3.  The Council will hold a discussion regarding a proposal being considered by the Jordan River Implementation Committee to establish a Jordan River Parkway Commission.

4.  The Council will receive a briefing regarding a request from Juston Puchar, Crestview Holdings, to amend the land use designation of the Northwest Community Master Plan Future Land Use Map for property located at approximately 356-358 North Redwood Road from Parks/Open Space to Medium Density Residential. 5.  The Council will receive a briefing regarding an ordinance amending the text of Section

21A.32.140 Salt Lake City Code, Table of Permitted and Conditional Uses, to list social clubs as a conditional use in a Mixed Use (MU) zoning district. (Petition PLNPCM2009-00045 - Jam in the Marmalade, Robert McCarthy)

6.     The Council will receive a briefing from the Administration regarding policy and a joint resolution on the open government initiative.

7.     The City Council will discuss procedures for holding electronic meetings in the event of an emergency and will conduct a test of the web conferencing option.

8.     Report of the Executive Director, including a review of Council information items and announcements.

 

B.   OPENING CEREMONY:
Council Member JT Martin will conduct the Formal Council Meetings during the month of October.

1.  Ordinance: Amend Title 21A Zoning of Salt Lake City Code, regarding Notice and Appeals

Accept public comment and consider adopting an ordinance amending certain Sections of Title 21A Zoning of the Salt Lake City Code to provide additional clarity and consistency with existing City land use regulations regarding notice and appeals Petition No. PLNPCM2009-00106.

2.  Ordinance: Amend Title 21A Zoning of Salt Lake City Code, regarding Zoning Ordinance Text and Zoning Map Amendments

Accept public comment and consider adopting an ordinance amending Section 21A.50.050 (Zoning- Standards for General Amendments) of the Salt Lake City Code to provide additional clarity and consistency (regarding zoning ordinance text and zoning map amendments), Petition No. PLNPCM2009-00105.

1.   Ordinance: Annual assessment for Special Lighting District L02

      Consider adopting an ordinance (The "2009 Assessment Ordinance") approving the assessment list and levying an annual assessment upon property in Salt Lake City, Utah Lighting District No. 2, known as L02 ("District L02"); establishing the effective date of the 2009 Assessment Ordinance; providing for a procedure to contest an assessment; and related matters.

2.   Ordinance: Parks, Trails, and Urban Forestry Advisory Board

      Consider adopting an ordinance enacting Chapter 2.94 of the Salt Lake City Code creating the Parks, Trails, and Urban Forestry Advisory Board, and amending Chapter 2.26 of the Salt Lake City Code which contains the Urban Forestry Ordinance.

3.  Resolution: Authorize Issuance of Water and Sewer Revenue Bonds

Consider adopting a resolution authorizing the issuance and confirming the sale of up to $7,000,000 aggregate principal amount of Water and Sewer Revenue Bonds, Series 2009 of the City; authorizing the execution and delivery of certain documents relating to such bonds; and providing for related matters.

1.   Set Date: Resolution: Public Benefits Study, Donation Unclaimed Bicycles

    Set the date of Thursday, November 5, 2009 at 7:00 p.m. to accept public comment regarding the conclusions of a study performed under Utah Code Section 10-8-2(3), and making findings regarding value and public benefit, with respect to a donation agreement between the City and the Salt Lake City Bicycle Collective relating to unclaimed bicycles.
