A.  WORK SESSION: 5:15 p.m. or immediately following the 3:00 p.m. Redevelopment Agency Meeting.  Room 326, City & County Building, 451 So. State St.  (Items from the following list that Council is unable to complete in Work Session from approximately 5:15 – 6:30 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     The Council will receive a briefing regarding an ordinance adopting the Solid Waste Management Facility Budget, as prepared and submitted by the Salt Lake Valley Solid Waste Management Council for Calendar Year 2009, subject to specific policy directives (Item G1).

2.     The Council will receive a briefing from Doug Hattery, Wasatch Front Regional Council, regarding the results of the Foothill Drive Corridor Study.

3.     The Council will receive a briefing from Housing and Neighborhood Development Director LuAnn Clark regarding the Quarterly Housing Report.

4.     The Council will receive a briefing regarding an ordinance extending the corporate limits of Salt Lake City to include approximately 330 acres of land generally located between the Jordan River to approximately 2400 West, and between the existing Salt Lake City boundary at 1700 North to 2400 North, amending the Northwest Community Master Plan and the Northpoint and Rose Park Small Area Plans, and amending the Zoning Map, represented by BNA Realty, pursuant to Petition No. 400-08-03 (Item F2).

5.     The Council will receive a briefing regarding an ordinance rezoning portions of property located at 754 North 300 West, and amending the zoning map, represented by Gerald Burt, pursuant to Petition No. 400-08-04 (Item F3).

6.     The Council will receive a briefing regarding property tax assessment from Lee Gardner, Salt Lake County Tax Assessor.  The briefing will include: 1) a presentation on how real property is valued, 2) a review of historical statistical information about changes in property values, and 3) a brief discussion about how “Truth in Taxation” works.

7.     The Council will receive a follow-up briefing regarding Budget Amendment No. 1 for Fiscal Year 2008-2009 (Item G2).

8.     The Council will consider a motion to enter into Closed Session for the purpose of a strategy session to discuss the sale, purchase, exchange, or lease of real property when public discussion of the transaction would disclose the appraisal or estimated value of the property under consideration or prevent the public body from completing the transaction on the best possible terms pursuant to Utah Code Ann.§ 52-4-204, § 52-4-205(1),(d),(e), and attorney-client matters that are privileged, pursuant to Utah Code Ann. § 78-24-8.

9.     Report of the Executive Director, including a review of Council information items and announcements.

 

B.   OPENING CEREMONY:
City Council Member Luke Garrott will conduct the Formal Council Meetings during the month of November.

2.  The Council will approve the minutes of November 6, 2008 and November 13, 2008.

F.   UNFINISHED BUSINESS:

1. Resolution: Interlocal Agreement regarding the purchase of property known as the Woodbury Property

    Consider adopting a resolution authorizing the approval of an Interlocal Cooperative Agreement between Salt Lake County, Utah and Salt Lake City Corporation regarding the purchase of property known as the Woodbury Property, and a County Payment to Salt Lake City for a portion of the purchase price in exchange for a conservation or preservation easement from the City.

2.  Ordinance: Set Date – Extending Corporate Limits of Salt Lake City between the Jordan River to approximately 2400 West, and between 1700 North to 2400 North

Set the date of December 9, 2008 at 7:00 p.m. to accept public comment and consider adopting an ordinance extending the corporate limits of Salt Lake City to include approximately 330 acres of land generally located between the Jordan River to approximately 2400 West, and between the existing Salt Lake City boundary at 1700 North to 2400 North, amending the Northwest Community Master Plan and the Northpoint and Rose Park Small Area Plans, and amending the Zoning Map, represented by BNA Realty, pursuant to Petition No. 400-08-03

3.  Ordinance: Set Date –Rezone of property at 754 North 300 West and Amending the Zoning Map 

Set the date of December 9, 2008 at 7:00 p.m. to accept public comment and consider adopting an ordinance rezoning portions of property located at 754 North 300 West, and amending the zoning map pursuant to Petition No. 400-08-04.

G. CONSENT:

1.     Ordinance: Set Date – Solid Waste Management Facility Budget - Calendar Year 2009

Set the date of December 2  9, 2008 at 7:00 p.m. to accept public comment and consider adopting an ordinance adopting the Solid Waste Management Facility Budget, as prepared and submitted by the Salt Lake Valley Solid Waste Management Council for Calendar Year 2009, subject to specific policy directives.

2.  Ordinance: Set Date – Budget Amendment No. 1 for Fiscal Year 2008-2009

Set the date of December 2, 2008 at 7:00 p.m. to accept public comment and consider adopting an ordinance amending Salt Lake City Ordinance No. 64 of 2008 which adopted the final budget of Salt Lake City, Utah, for the Fiscal Year beginning July 1, 2008 and ending June 30, 2009.
