A.  WORK SESSION: 4:00 p.m. or immediately following the 3:00 p.m. Redevelopment Agency Meeting, Room 326, City & County Building, 451 So. State St. (Agenda items scheduled during the Council's formal meeting may be discussed during the Work Session briefing. Items from the following list that Council is unable to complete in Work Session from approximately 4:00 p.m. – 6:30 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.  The Council will receive a follow-up briefing regarding a proposed agreement with Salt Lake County to operate the Sorenson Multi-Cultural Center. (Item C2)

2.  The Council will receive a follow-up briefing regarding an ordinance amending Section 8.04.010, Salt Lake City Code, to add definitions related to beekeeping and enacting Chapter 8.10, Salt Lake City Code, pertaining to animal control regulations to authorize beekeeping within the City subject to certain requirements.

3.  The Council will receive a follow-up briefing regarding an ordinance amending Sections 8.08.010, 8.08.060 and 8.08.080 and enacting Section 8.08.065, Salt Lake City Code, pertaining to animal control regulations to authorize the keeping of chickens in residential districts subject to certain requirements.

4.  The Council will receive a briefing regarding an ordinance amending Section 6.08.084 and Section 6.08.120, Salt Lake City Code,  exempting social clubs, taverns, brewpubs and microbreweries from certain City spacing regulations if those businesses are located within both Alcohol District A described in City Map No. 19372 titled Alcohol License Districts and within any of the following zoning districts: Central Business District (D-1); Downtown Support District (D-2); Downtown Warehouse Residential (D-3); and Secondary Central Business District (D-4).

5.  The Council will receive a briefing regarding two employee-related ordinances: (1) proposed changes to the layoff Ordinance, simplifying Salt Lake City’s process and specifying procedures for employees to apply for other City employment in layoff situations, (2) proposed changes to the Employee Appeals Board Ordinance, simplifying the membership selection process, clarifying the duties of the board, allowing appeals for layoff designation or other non-disciplinary separation, and outlining procedures for an appeal.

6.  The Council will receive a briefing regarding a resolution designating an Assessment Area for the purpose of levying assessments against properties within the Assessment Area to continue to promote business activity and economic development in an area of Central Downtown Salt Lake City by assessing benefited properties within the Assessment Area for the costs of such economic promotion activities for a period of three years (the "Assessments"); to negotiate a contract with an entity to manage the Assessment Area; and to fix a time and place for protest against the Assessment Area and its assessment, and related matters. The Council will consider a motion to enter into Closed Session for the purpose of strategy to discuss the purchase, exchange, or lease of real property when public discussion of the transaction would disclose the appraisal or estimated value of the property under consideration or prevent the public body from completing the transaction on the best possible terms pursuant to Utah Code Ann.§ 52-4-204, § 52-4-205(1)(d), and attorney-client matters that are privileged, pursuant to Utah Code Ann. § 78-24-8.

8.  Report of the Executive Director, including a review of Council information items and announcements.

 

B.   OPENING CEREMONY:
Council Member Søren Simonsen will conduct the Formal Council Meetings during the month of November.

C.  PUBLIC HEARINGS:

1.   Ordinance: Non-Discrimination

      Accept public comment and consider adopting two ordinances; (1) enacting a new Chapter 10.04 Salt Lake City Code, relating to unlawful discrimination in employment practices based on sexual orientation or gender identity and (2) enacting Chapter 10.05 Salt Lake City Code, relating to unlawful discrimination in housing practices based on sexual orientation or gender identity.

    Staff Recommendation:                                Close and consider options.

 

2.   Resolution: Sorenson Multi-Cultural Center

      Accept public comment and consider adopting a resolution authorizing an Interlocal Agreement for Salt Lake County to operate the Sorenson Multi-Cultural Center.

1.   Board Re-appointment: Robert "Toby" Alires, Community Development & Capitol Improvement Programs Advisory Board

      Consider approving the re-appointment of Robert "Toby" Alires to the Community Development & Capitol Improvement Programs Advisory Board for a term extending through June 4, 2012.

2.   Board Re-appointment: Ila Rose Fife, Library Board

      Consider approving the re-appointment of Ila Rose Fife, to the Library Board for a term extending through June 30, 2012.
