A.  WORK SESSION: 5:30 p.m., Room 326, City & County Building, 451 South State Street 

(Items from the following list that Council is unable to complete in Work Session from 5:30-6:55 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     Report of the Executive Director, including review of Council information items and announcements. 

2.     The Council will interview Nancy Pace prior to consideration of her appointment to the Housing Trust Fund Advisory Board.

3.     The Council will interview Bruce Miya prior to consideration of his appointment to the Art Design Board.

4.     The Council will interview Mr. L. G. Cutler prior to consideration of his appointment as Part-time Justice Court Judge.

5.     The Council will receive a presentation regarding Utah Transit Authority Commuter Rail.

6.     The Council will receive a briefing regarding the proposed budget for the Library Fund for Fiscal Year 2004 - 2005. 

7.     (Tentative) The Council will consider a motion to enter into Executive Session, in keeping with Utah Code, to discuss labor negotiations, pursuant to Utah Code Ann. § § 52-4-4 and 52-4-5 (1)(a)(ii).

 

 

B.  OPENING CEREMONY:

1.  Pledge of Allegiance.

2.  Mayor Ross C. “Rocky” Anderson will present the proposed Salt Lake City budget for fiscal year 2004-2005.

3.  The Council will approve the minutes of April 13 and 20, 2004.

D.  COMMENTS

1.  Comments to the City Council (Comments are taken on any item not scheduled for a public hearing, as well as on any other City business.  Comments are limited to two minutes.)

 

E.  NEW BUSINESS:

F.  UNFINISHED BUSINESS:

1.     Resolution: adopt the tentative budgets of Salt Lake City, including the tentative budget of the Library Fund, for Fiscal Year 2004-2005

Adopt resolution and set the date of May 18, 2004 at 7:00 p.m. to accept public comment regarding all matters associated with the tentative budgets of Salt Lake City, including the tentative budget of the Library Fund, for Fiscal Year 2004-2005

                            Staff Recommendation:   Adopt Resolution and Set Date.

 

G. CONSENT:

1.     Property Conveyance: Lease agreement for encroachments in the public right-of-way at 264 South Main

Consider requesting that the Administration hold a hearing regarding a request to enter into a Lease Agreement with the Panda Café, for continuing to allow outdoor seating with a wrought iron fence around the seating area. The Panda Café has moved into the old Globe Café site, where the Globe had already installed the fence without the City’s permission. Pedestrian sidewalk access and other public uses will not be impeded.

2.     Board Appointment:  Paul Heath, Arts Council

Consider approving the appointment of Paul Health to the Arts Council for a term extending through July 1, 2006.

3.     Board Appointment:  Keith Bartholomew,  Utah Transit Authority

Consider approving the appointment of Keith Bartholomew to the Utah Transit Authority for a term extending through August 11, 2007.

                                Staff Recommendation:   Approve.

 

4.     Ordinance: Re-set Date – Petition No. 400-03-18, amend the Northwest Community Master Plan

Re-set the date to June 1, 2004 at 7:00 p.m. to accept public comment and consider adopting an ordinance amending the Northwest Community Master Plan for the northeast area of 700 North and Redwood Road.

Please note:  This hearing was originally scheduled for May 11, 2004 but is rescheduled for June 1, 2004 at 7:00 p.m.

5.     Ordinance: Re-set Date – Petition No. 400-03-04, amend the Salt Lake City Zoning Code to allow for caretaker/security guard residences in manufacturing zoning districts

Re-set the date to June 1, 2004 at 7:00 p.m. to accept public comment and consider adopting an ordinance amending the Salt Lake City Zoning Ordinance, Section 21A.28.040 (Table of permitted and Conditional Uses for Manufacturing Districts) to reduce the minimum lot size required for an on-site caretaker or security guard residence from 4 acres to 2 acres in an M-1 zoning district.        (A request by Mr. James Moyle)
